Abstract
Terdapat 5 Kelurahan di Kecamatan Lowokwaru yang dilalui DAS Brantas 3 diantaranya memiliki pelayanan persampahan kurang dari 100%, namun haya 2 kelurahan yang dijadikan lokasi penelitian dengan batas fisik berupa batas RW yang berbatasan langsung dengan DAS Brantas. Pelayanan persampahan di Kelurahan Tunggulwulung dan Kelurahan Jatimulyo yaitu sebesar 83% dan 90%. Masyarakat yang tidak membayar iuran tidak mendapatkan pelayanan persampahan. Masyarakat yang tidak membayar iuran merasa keberatan dikarenakan mendapatkan pelayanan yang berbeda dengan biaya iuran yang sama. Penelitian ini bertujuan untuk mengevaluasi sistem pengumpulan sampah di kawasan permukiman Daerah Aliran sungai Brantas, kemudian menganalisis besaran iuran sistem pengumpulan sampah bagi masyarakat yang mau membayar iuran untuk mendapatkan pelayanan sampah, serta menentukan sistem pengumpulan sampah pada daerah yang belum terlayani petugas kebersihan. Analisis yang digunakan untuk mengevaluasi sistem pengumpulan sampah menggunakan analisis evaluasi dengan metode skoring, analisis kebutuhan alat pengumpul sampah, serta analisi willingness to pay dan analisis zonasi pengumpulan sampah yang digunakan untuk unit analisis masyarakat yang tidak terlayani persampahan. Hasil penelitian menunjukan bahwa dari 7 RW, 3 diantaranya memiliki sistem pengumpulan sampah yang baik, dimana 96% masyarakat di lokasi studi sudah terlayani persampahan. Masyarakat yang belum terlayani persampahan sebanyak 148 KK, 145 KK diantaranya mau membayar iuran persampahan dengan total WTP yang diperoleh sebesar Rp 8.269.964/bulan. Sistem pengumpulan sampah bagi masyarakat yang belum teralayani persampahan dapat menerapkan sistem pengumpulan yang sudah ada pada masing masing RW, kecuali untuk pola pengumpulan, jenis pewadahan dan rute pengumpulan ditentukan berdasarkan hasil analisis. Pola pengumpulan direkomendasikan menerapkan pola pengumpulan individual tidak langsung, komunal langsung dan komunal tidak langsung, jenis pewadahan disesuaikan dengan rekomendasi pola pengumpulan, serta untuk rute pengumpulan direkomendasikan mengguanakan rute yang sudah ada dengan memperpanjang rute pengumpulan.
English Abstract
There are 5 Villages in Sub-District of Lowokwaru which are passed by the Brantas Watershed, 3 of which have less than 100% solid waste services, but only 2 villages are used as research locations with physical boundaries in the form of RW boundaries that are directly adjacent to the Brantas Watershed. Solid waste services in the Tunggulwulung and Jatimulyo Villages are 83% and 90%. People who do not pay dues do not get solid waste services. People who do not pay dues are objected because they get different services with the same fee. This study aims to evaluate the waste collection system in the Brantas Watershed settlement area, then analyze the amount of the waste collection system for people who want to pay contributions to obtain waste services, and determine the waste collection system in areas that have not been served by janitors. The analysis used to evaluate the waste collection system uses evaluation analysis with scoring methods, analysis of the needs of waste collection tools, as well as willingness to pay analysis and zoning analysis of waste collection used for the analysis unit of people who are not waste-treated. The results of the study showed that of the 7 RWs, 3 of them had good waste collection systems, of which 96% of the people in the study locations were already served waste. There are 148 households that have not served solid waste, 145 of them are willing to pay solid waste dues with a total of Rp. 8,269,964/month. The waste collection system for people who have not been treated with solid waste can apply the collection system that already exists in each RW, except for the collection pattern, type of collection and collection route determined based on the results of the analysis. The pattern of collection is recommended to apply indirect, direct and communal indirect collection patterns, the type of storage is adjusted to recommendations for collection patterns, and recommended collection routes use existing routes by extending the collection route.
