Abstract

Kabupaten Probolinggo merupakan salah satu kabupaten di Jawa Timur yang terancam bencana kekeringan. Potensi bencana kekeringan tersebar pada 65 desa di 14 kecamatan di Kabupaten Probolinggo. Salah satu kecamatan yang terdampak kekeringan yaitu Kecamatan Tegalsiwalan tepatnya pada Desa Gunungbekel, Desa Tegalsono, Desa Bulujaran Kidul dan Desa Banjarsawah. Bencana kekeringan di Kecamatan Tegalsiwalan adalah bencana yang sifatnya berulang dan jumlah frekuensi kejadian bencana kekeringan di Kecamatan Tegalsiwalan pada tahun 2012 sebanyak satu kali, tahun 2013 sebanyak empat kali dan tahun 2014 sebanyak dua kali. Analisis yang digunakan dalam penelitian adalah analisis risiko bencana dengan parameter ancaman, kerentanan dan kapasitas. Parameter kerentanan terbagi menjadi empat yaitu kerentanan fisik, kerentanan sosial, kerentanan ekonomi dan kerentanan lingkungan. Hasil dari ancaman, kerentanan dan kapasitas di overlay sehingga menghasilkan peta risiko bencana dengan terbagi menjadi 3 (tiga) kelas, yaitu risiko tinggi, risiko sedang dan risiko rendah. Analisis selanjutnya untuk menentukan upaya mitigasi bencana kekeringan di Kecamatan Tegalsiwalan adalah Analisis Konjoin. Kawasan risiko bencana tinggi memiliki luas total 311,1 Ha, risiko bencana sedang memiliki luas total 6.496,3 Ha dan risiko bencana rendah memiliki luas total Ha. 2.271,8 Ha. Atribut yang digunakan terdiri dari: Perencanaan Fisik (PF), Ekonomi (E), Institusi dan Manajemen (IM) dan Masyarakat (M). Hasil dari analisis konjoin pada kawasan risiko bencana tinggi (PF) 30,75%, (E) 29,50%, (IM) 29,17%, (M) 10,56%. Kawasan risiko bencana sedang (E) 43,26%, (PF) 32,27%, (M) 14,97%, (IM) 9,48% sedangkan kawasan risiko bencana rendah (E) 38,46%, (IM) 32,08%, (PF) 16,69%, (M) 12,75%.

English Abstract

Probolinggo Regency is one of regencies in East Java which threatened disaster drought. The potential disaster of drought spread in 65 villages in Probolinggo Regency in 14. One of the drought-affected town namely Tegalsiwalan Subdistrict in the village of Gunungbekel, village Tegalsono, village Bulujaran of the South and the village of Banjarsawah. Drought disaster in Tegalsiwalan was a disaster which is repeating and the number of frequency of occurrence of drought disaster in Tegalsiwalan Subdistrict in the year 2012 as much as once, the year 2013 four times and the year 2014 twice. The analysis used in the study is the analysis of disaster risk with parameters of threats, vulnerabilities and capacities. The parameters are divided into four vulnerabilities i.e. physical vulnerability, social vulnerability, the vulnerability of economic and environmental vulnerability. The result of threats, vulnerabilities and capacities in the overlay so that it generates a map with disaster risk is divided into three grades, that is high risk, medium risk and low risk. Further analysis to determine drought disaster mitigation efforts in district Tegalsiwalan is the analysis of Konjoin. High disaster risk area has a total area of 311.1 Ha, disaster risk are having a total area of 6,496.3 Ha and disaster risk low has a total area of Ha. 2,271.8 Ha. The attribute that is used consists of: Physical Planning (PF), Economics (E), Institusions and management (IM) and people (M). The results of the analysis of disaster risk area at konjoin high (PF) 30.75%, (E) 29.50%, (IM) 29.17%, (M) 10.56%. Disaster risk area being (E) 43.26%, (PF) 32.27%, (M) 14.97%, (IM) 9.48% whereas regions disaster risk is low (E) 38.46%, (IM) 32.08%, (PF) 16.69%, (M) 12.75%.
