Abstract

Penelitian yang berjudul “Kolaborasi Stakeholders dalam Mengatasi Kemacetan Lalu Lintas melalui pendekatan Pentahelix Model (Studi pada Dinas Perhubungan Kota Malang, Jawa Timur)” merupakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Penelitian ini dimaksudkan untuk mengetahui, mendeskripsikan, dan menganalisis Kolaborasi dari Stakeholders yang terlibat dalam mengatasi kemacetan lalu lintas di Kota Malang serta mengetahui proses Kolaborasi yang diwadahi dalam Forum Lalu Lintas dan Angkutan Jalan Kota Malang sesuai dengan Peraturan Pemerintah Nomor No. 37 Tahun 2011 tentang Forum Lalu Lintas dan Angkutan Jalan. Dalam penelitian ini, Aktor atau Stakeholders yang terlibat dalam Kolaborasi melalui Forum Lalu Lintas dan Angkutan Jalan Kota Malang meliputi lima aktor yaitu Pemerintah, Swasta, Akademisi, Komunitas, dan Media. Dari stakeholders yang terlibat, peranan aktif didominasi oleh Pemerintah dan Akademisi. Sedangkan peran partisipatif dilakukan oleh Swasta, Komunitas, dan Media. Keterlibatan kelima stakeholders dalam Forum Lalu Lintas dan Angkutan Jalan Kota Malang memiliki peran dan kepentingan masing- masing serta perbedaan sudut pandang tentang kemacetan sehingga ditemukan adanya faktor pendukung dan faktor penghambat. Diantaranya faktor pendukung tersebut yaitu kesepahaman visi terkait kemacetan di Kota Malang, Konsistensi pelaksanaan Forum Lalu Lintas dan Angkutan Jalan, dan penyampaian kritik, saran, dan masukan dari masing-masing stakeholders. Sedangkan faktor penghambatnya yaitu keputusan tidak sesuai dengan implementasi di lapangan, dan proses yang harus ditempuh para aktor dalam berkolaborasi. Proses Kolaborasi Stakeholders dalam mengatasi kemacetan lalu lintas di Kota Malang belum mencapai titik optimal dilihat dari face to face dialogue (dialog antar muka), Trust Building (membangun kepercayaan), commitment to the process (komitmen pada proses), shared understanding (kesepahaman bersama), dan intermediate outcomes (dampak sementara). Apabila proses kolaborasi berjalan dengan optimal maka kemacetan di Kota Malang akan diatasi dengan baik dan terwujudnya visi misi Kota Malang yaitu “Malang Bermartabat”.

English Abstract

The Research entitled “Stakeholders Collaboration to Resolve Traffic Congestion through Pentahelix Model Approach (Case Study: Department Transportation of Malang City, East Java)” is a descriptive Research using a qualitative approach. Data collection techniques are conducted through interviews, observation, and documentation. The purpose of this research is to find out, describe, and analyze the Collaboration of Stakeholders which involved in dealing with traffic congestion in Malang City and to find out the Collaboration process that accomodated in the Malang City Road Traffic and Transportation Forum in accordance with Government Regulation Number 37 Years 2011 concerning about the Forum on Road Traffic and Transportation. In this research, actors or stakeholders involved in Collaboration through Road Traffic and Transportation Forum Malang City included five actors, Three are Government, Private Sector, Academics, Communities, and Media. Based on the actors involved, active role is dominated by Government and Academics. While the participatory role is dominated by Private Sectors, Communities, and Media. The involvement of the five stakeholders in Malang City Road Traffic and Transportation Forum has their perspective roles and interests and different viewpoints on traffic jam congestion so there are found supporting factors and obstacle factors. The supporting factors are understanding vision about traffic jam congestion in Malang City, consistency implementation of Road Traffic and Transportation Forum, and the delivers of criticism, suggestions, and input from any stakeholders. While inhibiting factors are the decision is not in accordance with the implementation in the field, and the process that must be taken by the actors. The process of Stakeholders Collaboration to resolve the traffic congestion in Malang City has not reached the optimal function based on the Face to Face Dialogue, Trust Building, Commitment to the Process, Shared Understanding, and Intermediate Outcomes. If the collaboration process runs optimally based on the function, the traffic congestion in Malang City will be handled well and the vision of “Malang Bermartabat” will come true.
