Abstract
Administrasi publik merupakan salah satu bidang yang berkaitan dengan pemerintahan yang dimana merupakan proses penyelenggaraan kehendak publik. Dalam administrasi publik terdapat sebuah kajian yang membantu proses penyelenggarannya yakni Administrasi pembangunan. Dalam administrasi pembangunan terdapat salah satu komponen yang perlu dikembangkan yakni Sumber Daya Manusia (SDM). Namun dalam proses pengembangan SDM ini, pada kenyatannya masih mengalami hambatan, sehingga penerapan ini kurang berjalan dengan baik. Permasalahan SDM di Kota Malang terutama pada pembinaan pemuda serta pembangunan olahraga. Hal ini dapat dilihat dari besarnya penggangguran diangkatan pemuda yang berusia 16-30 tahun berdasarkan data Badan Pusat Statistik 2018 dan kesadaran masyarakat akan berolahraga yang rendah berdasarkan Sport Development Index Indonesia. Untuk mengatasi masalah proses pengembangan SDM tersebut dibutuhkan strategi yang baik dari pemerintah daerah Kota Malang melalui Dinas Kepemudaan dan Olahraga Kota Malang. Oleh karena itu perlu adanya analisis strategi dalam mengoptimalkan proses pengembangan SDM terutama pembinaan kepemudaan dan pembangunan olahraga. Tujuan penenelitian ini adalah untuk mengetahui, mendeskripsikan dan menganalisis strategi pemerintah dalam meningkatkan pembinaan kepemudaan dan pembangunan olahraga serta faktor pendukung dan faktor penghambat. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekataan kualitatif. Fokus penelitian ini adalah strategi organisasi, strategi dapartemental, strategi fungsional, serta indikator keberhasilan pembangunan olahraga, dan faktor pendukung dan pengahambat strategi tersebut. Analisis data yang digunakan adalah analisis data Miles Huberman. Hasil penelitian ini menunjukkan strategi yang dilakukan oleh Dinas Kepemudaan dan Olahraga Kota Malang yaitu Strategi Organisasi sudah berjalan dengan baik. Strategi dapartemental sudah berjalan dengan baik. Strategi fungsional sudah baik namun dari kinerja pegawai serta teknologi kurang baik. Sedangkan untuk keberhasilan olahraga sudah baik. Faktor pendukung dari Dinas Kepemudaan dan Olahraga yakni penunjang kegiatan berupa sarana dan prasarana serta sumber daya keuangan Dinas Kepemudaan dan Olahraga Kota Malang. Sedangkan faktor penghambatnya yaitu regulasi dari pemerintah daerah serta keterbatasan kinerja pegawai baik itu kualitas maupun kuantitas.
English Abstract
Public administration is one of the fields related to governance which is a process of organizing public will. In public administration there is a study that helps the process of carrying out the development administration. In development administration there is one component that needs to be developed, namely Human Resources(HR). But in the process of developing this HR, in reality there are still obstacles, so that this implementation is not going well. The problem of human resources in the city of Malang, especially in youth development and sports development. This can be seen from the unemployment rate of young people aged 16-30 years based on the 2018 Central Bureau of Statistics data and public awareness of low exercise based on Indonesia's Sport Development Index. To overcome the problem of the HR development process, a good strategy is needed from the Malang City local government through the Malang City Youth and Sports Service. Therefore it is necessary to have a strategic analysis in optimizing the HR development process, especially youth development and sports development The purpose of this research is to find out, describe and analyze the government's strategy in improving youth development and sports development as well as supporting factors and inhibiting factors. This study uses a type of descriptive research with qualitative approaches. The focus of this research is organizational strategy, dapartemental strategy, functional strategy, and indicators of the success of sports development, and supporting factors and inhibitors of the strategy. The data analysis used is the analysis of Miles Huberman data. The results of this study indicate the strategy carried out by the Malang City Youth and Sports Service, namely the Organizational Strategy has been going well. The dapartemental strategy has gone well. The functional strategy is good but the performance of employees and technology is not good. As for the success of the construction of the sport is good. Supporting factors of the Youth and Sports Service are supporting activities in the form of facilities and infrastructure and enthusiasm of the community that is large enough to participate in the activities of the Malang City Youth and Sports Service. While the inhibiting factors are regulations from local government and youth and sports services that are not allowed to provide capital access assistance
