Abstract
Pelayanan kesehatan perlu dilakukan untuk mencapai kesadaran serta kemampuan hidup sehat bagi setiap masyarakat agar dapat mewujudkan derajat kesehatan yang optimal. Jaminan kesehatan merupakan perlindungan kesehatan dalam rangka memenuhi kebutuhan dasar kesehatan masyarakat. Oleh karena itu, pemerintah berupaya untuk memperbaiki kualitas pelayanan kesehatan dan meningkatkan akses pelayanan kesehatan masyarakat. Pada penelitian ini, Puskesmas Prigen Kabupaten Pasuruan berupaya untuk menyelenggarakan kegiatan pelayanan kesehatan bagi ibu-ibu hamil mengenai penyakit HIV. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kabupaten Pasuruan, sedangkan situsnya berada di Puskesmas Prigen Kabupaten Pasuruan. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Hasil penelitian menunjukkan bahwa akses layanan kesehatan ibu hamil dalam pemeriksaan HIV di Puskesmas Prigen dilihat dari alat ukur ekuitas layanan kesehatan, yaitu: 1) Akses potensial indikator proses yang dilihat dari karakteristik populasi beresiko, meliputi Predisposisi yang memandang secara adil pemberian pelayanan kesehatan, Pemungkin yang mengarahkan ibu-ibu hamil untuk memiliki asuransi kesehatan, Kebutuhan yang menunjukkan akses layanan pemeriksaan HIV diperuntukkan agar bisa mempersiapkan diri; 2) Akses potensial indicator structural yang dilihat dari karakteristik system layanan kesehatan yang ada, meliputi Kepemilikan Layanan Kesehatan dimana kegiatan kesehatan di Puskesmas Prigen dimiliki oleh Pemerintah Kabupaten Pasuruan, Jenis Layanan Kesehatan dimana aktivitas yang dijalankan harus sesuai aturan; 3) Akses potensial indicator objektif yang dilihat dari karakteristik pemanfaatan layanan kesehatan, meliputi Tipe Layanan Kesehatan yang Digunakan dijalankan melalui program “PentilMuter”, Lokasi Layanan Kesehatan yang Dipilih disesuaikan dengan kebutuhan ibu-ibu hamil, Proporsi Kunjungan Penderita ke Saranan Layanan Kesehatan yang dilihat semakin meningkat jumlah pasiennya tiap tahun, Jumlah Kunjungan Petugas Kesehatan ke Masyarakat Yang Membutuhkan hanya diperuntukkan untuk ibu-ibu hamil beresiko tinggi; 4) Akses nyata indicator subjektif yang dilihat dari karakteristik kepuasan konsumen, meliputi Harapan Ibu Hamil terhadap layanan tes HIV yang dapat dikatakan memuaskan, Kepatuhan Ibu Hamil Saat Menjalani Segala Prosedur Tes HIV dinilai koperatif
English Abstract
Health services need to be done to achieve awareness and the ability to live healthy for every community in order to realize optimal health degrees. Health insurance is health protection in order to meet the basic needs of public health. Therefore, the government seeks to improve the quality of health services and improve access to public health services. In this study, the Prigen Health Center in Pasuruan Regency strives to organize health service activities for pregnant women regarding HIV disease. This study uses a descriptive type of research with a qualitative approach located in Pasuruan Regency, while the site is in the Prigen Health Center, Pasuruan Regency. The primary data source is obtained from several interviews from related informants, while the secondary data is obtained from documents related to the research topic. The technique of collecting data through observation, interviews and documentation. While the research instruments are the researchers themselves, and several supporting tools such as interview guidelines, and others. The results showed that access to health services for pregnant women in HIV testing at the Prigen Health Center was seen from the measurement of health service equity, namely: 1) Access to potential process indicators seen from risky population characteristics, including predispositions that viewed equitable health service delivery, enabling those directing pregnant women to have health insurance, needs that show access to HIV testing services intended to be able to prepare themselves; 2) Access to potential structural indicators seen from the characteristics of the existing health service system, including Ownership of Health Services where health activities in the Prigen Health Center are owned by the Pasuruan Regency Government, Types of Health Services where the activities carried out must be in accordance with the rules; 3) Access to potential objective indicators seen from the characteristics of health service utilization, including the type of health services used carried out through the "PentilMuter", location of selected health services tailored to the needs of pregnant women, proportion of patient visits to health service facilities seen increasingly increasing the number of patients each year, the number of visits of health workers to the community in need is only intended for pregnant women at high risk; 4) Real access to subjective indicators seen from the characteristics of consumer satisfaction, including expectation of pregnant women on HIV testing services that can be said to be satisfactory, compliance with pregnant women while undergoing all procedures HIV testing is considered cooperative
