Abstract
Tujuan penelitian ini adalah ingin menjabarkan mengenai optimalisasi pengelolaan yang didasarkan pada pendekatan Community Based Tourism. Community Based Tourism adalah suatu pendekatan dimana aktor utama dalam proses pembangunan pariwisata yaitu komunitas masyarakat, dengan tujuan utama meningkatkan standar kehidupan ekonomi masyarakat daerah wisata. Adapun 5 aspek yang diberdayakan dalam pengelolaan pariwisata berbasis Community Based Tourism menurut Potjana Suansri (2003) yaitu (1) Aspek Sosial; (2) Sarana dan Prasarana; (3) Organisasi masyarakat; (4) Aktivitas Ekonomi; (5) Proses Pembelajaran. Pengelolaan yang dilakukan oleh Dinas Pariwisata Kabupaten Mojokerto tentunya yang akan di bahas dalam penelitian ini. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kabupaten Mojokerto, sedangkan situsnya berada di Dinas Pariwisata Kabupaten Mojokerto. Sumber dan jenis datany, primer diperoleh secara langsung oleh peneliti dari informan yang bersangkutan, sedangkan data sekundernya diperoleh dari orang atau penelitian sumber-sumber yang telah ada. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah pedoman wawancara, peneliti sendiri, dan perangkat penunjang yang meliputi catatan lapangan, dan alat tulis menulis. Hasil dari penelitian ini Dinas Pariwisata Kabupaten Mojokerto dalam mengelola pariwisata berbasis pendekatan Community Based Tourism yaitu Dinas Priwisata Kabupaten Mojokerto masih perlu meningkatkan kembali upaya-upayanya dalam menjalankan tugas dan fungsinya sebagai dinas yang menangani pengelolaan pariwisata, karena dalam pengelolaan pariwisata masih ditemukan masalah yang timbul dari setiap aspek CBT yaitu dalam aset sosial yaitu masih belum ada aktivitas budaya yang ada di sekitar wisata unggulan Pemandian Air Panas, dalam sarana dan prasarana yaitu lahan parkir yang ada di wisata unggulan Patung Budha Tidur, dalam organisasi masyarakat yaitu minimnya komunikasi masyarakat dengan anggota Pokdarwis terkait pengelolaan kebersihan wisata, dalam aktivitas ekonomi yaitu adanya keluhan wisatawan terkait tarif jasa cuci mobil yang disediakan di area parkir wisata, dan dalam proses pembelajaran yaitu kurang optimalnya proses pembelajaran akan kesadaran masyarakat terkait kebersihan lingkungan di area wisata. Berdasarkan dari hasil penelitian, kesimpulan penelitian ini adalah Dinas Pariwisata Kabupaten Mojokerto terkait pengelolaan pariwisata berdasarkan aspek CBT masih belum dijalankan secara optimal, serta masyarakat sekitar wisata masih kurang adanya pemahaman terkait pentingnya kebersihan lingkungan wisata dan promosi wisata. Serta masih kurang dalam menjalankan visi dan misi Dinas Pariwisata Kabupaten Mojokerto mengenai Mewujudkan pariwisata yang maju melalui pengembangan obyek wisata, promosi wisata dan pembinaan usaha pariwisata. Saran agar pelaksanaan pengelolaan pariwisata berbasis CBT di Kabupaten Mojokerto adalah bagi pihak pemerintah harus lebih mengintensifkan pengawasan dengan memantau secara langsung dalam proses pengelolaannya, harus lebih berperan aktif dalam mempromosikan atau mempublikasikan mengenai wisata-wisata unggulan yang ada di Kabupaten Mojokerto. Serta untuk masyarakat harus lebih sadar dan mengetahui apa saja tujuan pokok dan fungsi Pokdarwis, dengan begitu masalah yang timbul di lingkungan wisata maupun pengelolaan wisata yang lainnya dengan melakukan aksi kerja bakti di lingkungan wisata untuk melindungi dan melestarikan lingkungan sekitar wisata, serta masyarakat lebih ikut berperan aktif dalam mempromosikan wisata-wisata yang ada di Kabupaten Mojokerto.
English Abstract
The purpose of this study is to describe the optimization of management based on the Community Based Tourism approach. Community Based Tourism is an approach where the main actor in the tourism development process is the comunity organization with the main goal of increasing the economic standard of living in the tourist area. The 5 aspects which are empowered in the management of tourism based on Community Based Tourism according to Potjana Suansri (2003) are (1) Social Aspects; (2) Facilities and Infrastructure; (3) Community organizations; (4) Economic Activities; (5) Learning Process. The management carried out by the Mojokerto Regency Department of Tourism Office is certainly the main discussion in this study. This study used a descriptive qualitative approach as the research design located in Mojokerto Regency. Meanwhile, the site is in the Mojokerto Regency Department of Tourism Office. As for the data source, the primary was obtained directly by the researcher from the relevant informant, while the secondary data was obtained from people or research on existing sources. The techniques of collecting data were observation, interviews and documentation. Furthermore, the research instruments were interview guides, the researcher, and supporting devices such as field notes, and writing instruments. The results of this study shows that the Mojokerto Regency Department of Tourism Office in managing tourism based on the Community Based Tourism approach, namely the Department of Tourism Office of Mojokerto Regency, still needs to improve the efforts in carrying out the duties and functions as tourism manager because in the tourism management, there are several problems arising from every aspect of CBT which in social assets there is not any cultural activity around the flagship tourism Hot Springs is found, in facilities and infrastructure such as parking lots at the famous Sleeping Buddha Statue, in community organizations which is the lack of communication between the local community and Pokdarwis members tourism hygiene management, in economic activities such as tourist complaints related to the rates of car wash services provided in tourist parking areas, and in the learning process which optimal learning process for public awareness regarding the cleanliness of the environment in the tourist area is missing. Based on the results of the study, the conclusion of this study is that the Department of Tourism Office of Mojokerto Regency related to tourism management based on aspects of CBT is still not optimally implemented, as well as the local communities still lack of understanding regarding the importance cleanliness at tourism environment and tourism promotion and still missing in carrying out the vision and mission of the Mojokerto Regency Department of Tourism Office on realizing advanced tourism through the development of tourism objects, tourism promotion and tourism business development. The suggestion for the implementation of CBT based tourism management in Mojokerto Regency is the government must intensify the supervision by directly monitoring the management process. The government must play an active role in promoting or publishing the superior tourism spots in Mojokerto Regency. And for the community, they must be more aware and understand what the main goals and functions of the Pokdarwis are, thus the problems that arise in the tourism environment and other tourism management by taking action in the tourism environment to protect and preserve the environment around tourism, and so the community should play an active role in promoting tourism in Mojokerto Regency.
