Abstract
Implementasi kebijakan pendidikan merupakan suatu tindakan yang dilakukan oleh individu atau kelompok pemerintah yang diarahkan untuk mencapai tujuan-tujuan yang telah ditetapkan dalam keputusan-keputusan kebijakan pendidikan sebelumnya. Implementasi kebijakan penerimaan peserta didik baru sistem zonasi merupakan kebijakan PPDB yang mewajibkan sekolah menerima calon peserta didik berdomisili pada radius zona terdekat dari sekolah dengan kuota 90%. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Malang, sedangkan situsnya berada di SMPN 20 Kota Malang. Sumber data yang digunakan adalah sumber data primer dan sekunder. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang lainnya. Hasi penelitian menunjukkan bahwa implementasi kebijakan penerimaan peserta didik baru sistem zonasi di SMPN 20 Kota Malang dilihat melalui beberapa variabel yaitu: 1). Komunikasi dari dinas pendidikan ke sekolah sudah baik, sedangkan kumunikasi dari dinas pendidikan dan sekolah kepada masyarakat masih belum baik; 2). Sumber Daya manusia di sekolah masih terbatas; 3). Sikap masyarakat masih belum mendukung sepenunya kebijakan PPDB sistem zonasi; 4). Struktur birokrasi di sekolah masih minim dan pelaksanaan kebijakan sistem zonasi sudah sesuai SOP. Selain itu, faktor pendukung implementasi kebijakan ini, yakni; 1). Fasilitas komputer terpenuhi; 2). Jasa internet mendukung; dan 3). Sumber daya manusia di sekolah yang sesuai kompetensi, sedangkan faktor penghambat implementasi kebijakan ini, yakni masih adanya masyarakat yang belum paham mengenai PPDB sistem zonasi, dan kualitas sekolah yang masih belum merata. Adapun beberapa dampak implementasi kebijakan ini adalah 1). Proses pembelajaran siswa yang terhambat; 2). Prestasi sekolah yang menurun; 3). Orang tua tidak perlu mengantarkan anaknya; dan 4). Berkurangnya kecurangan dalam penerimaan peserta didik baru. Penulis memberikan beberapa saran yaitu: 1) Pihak Dinas Pendidikan Kota Malang memperhatikan proyeksi lulusan sekolah dasar; 2) Adanya sosialisasi yang rutin kepada masyarakat, 3). Pemenuhan dan pemerataan Standar Nasional di sekolah; 4). Adanya kesamaan penulisan alamat rumah; dan 5). Sekolah lebih aktif lagi dalam memberi pelajaran pada siswa.
English Abstract
Implementation of education policy is an action taken by individuals or groups of government directed to achieve the objectives set out in previous education policy decisions. The implementation of the new student admission policy zoning system is a PPDB policy that requires schools to accept prospective students domiciled in the radius of the nearest zone of the school with a quota of 90%. This study uses a type of descriptive research with a qualitative approach located in Malang City, while the site is in SMP 20 Malang City. The data sources used are primary and secondary data sources. The technique of collecting data through observation, interviews and documentation. While the research instruments are the researchers themselves, and several other supporting tools. The results of the study show that the implementation of the new student admission policy zoning system in Malang 6 and 20 SMP is seen through several variables, namely: 1). Communication from the education office to the school has been good, while the communication from the education and school offices to the community is still not good; 2). Human resources in schools are still limited; 3). The attitude of the community still does not support the full PPDB zoning system policy; 4). The bureaucratic structure in the school is still minimal and the implementation of the zoning system policy is in accordance with the SOP. This is a factor supporting the implementation of this policy, namely 1). Computer facilitation meets, 2). Internet services support, and 3). Human resources in schools that match competence, wehereas in addition, the inhibiting factor for the implementation of this policy is that there are still people who do not understand about the PPDB zoning system, and the quality of schools that is still uneven. The impacts of implementing this policy are 1). The learning process of students is hampered; 2). Declining school performance; 3). Parents do not need to deliver their children; and 4). Reduced fraud in the acceptance of new students. The author gives a number of suggestions, namely: 1) Malang City Education Service Office pays attention to elementary school graduate projections; 2) Regular socialization to the community, 3). Fulfillment and equity of National Standards in schools; 4). There are similarities in writing home addresses; and 5). Schools are more active in giving lessons to students.
