Abstract
Evaluasi program merupakan evaluasi yang berkaitan erat dengan suatu program atau kegiatan pendidikan, termasuk di antaranya tentang kurikulum, sumber daya manusia, penyelenggara program, proyek penelitian dalam suatu lembaga. Evaluasi program kejar paket C bertujuan untuk memperoleh informasi yang akurat dan obyektif tentang program kejar paket C. Informasi tersebut dapat berupa proses pelaksanaan program, dampak/hasil yang dicapai, efisiensi, serta pemanfaatan hasil evaluasi yang difokuskan untuk program itu sendiri, yaitu untuk mengambil keputusan apakah dilanjutkan, diperbaiki, atau dihentikan. Penelitian ini menggunakan jenis penelitian evaluatif dengan pendekatan kualitatif yang berlokasi di Kota Malang, sedangkan situsnya berada di PKBM Kendedes Kota Malang. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Penelitian ini menggunakan Countenance evaluation model. Hasil penelitian evaluasi program kejar paket C terdapat 3 komponen : 1) Antecedent 2) Transaction 3) Outcomes. Evaluasi komponen Antecedent meliputi aspek silabus dan RPP, tutor, warga belajar, sarana dan prasarana, pembiayaan. Hasilnya silabus dan RPP, tutor, warga belajar dan pembiayaan telah memenuhi kriteria evaluasi. Hambatannya, keterbatasan sarana dan prasarana dalam pembelajaran. Evaluasi komponen Transaction meliputi proses kegiatan belajar mengajar, dan evaluasi pembelajaran. Hasilnya, semua indikator telah sesuai dengan standar proses. Evaluasi komponen outcomes meliputi aspek kelulusan. Hasilnya, tingkat kelulusan 100% dan lulusannya dapat bekerja, masuk perguruan tinggi maupun naik jabatan bagi pegawai negeri sipil. Penulis memberikan saran untuk menambah kapasitas dan wawasan diri mengenai program kejar paket C. Kepada pemerintah agar lebih memperhatikan ketersediaan sarana dan prasarana untuk keberlangsungan penyelenggaraan program kejar paket C dan lebih mengintensifkan pembinaan dan pelatihan untuk tutor maupun pengelola program kejar paket C.
English Abstract
Evaluation program is an evaluation that is closely related to an educational program or activity, including curriculum, human resources, program organizers, research projects within an institution. Program evaluation of packet C purpose to get accurate and objective information about the program of packet C. The information can be in the form of the program implementation process, the impact / results achieved, efficiency, and the utilization of evaluation results that are focused on the program, namely to make decisions whether to continue, improve or stop. This research uses evaluative research type with qualitative approach located in Malang City, while its website is in PKBM Kendedes Malang City. Primary data sources were obtained from interviews from related informants, while secondary data were obtained from documents relating to the research topic. Data collection techniques through observation, interviews and documentation. While the research instrument is the researcher himself, and some supporting tools such as interview guides, and other aids. This study uses Countenance evaluation model. The results of the program evaluation of packet C study were 3 components: 1) Antecedent 2) Transaction 3) Outcomes. Evaluation of the Antecedent component includes aspects of the syllabus and lesson plan, tutors, learning citizens, facilities and infrastructure, financing. The result is syllabus and lesson plans, tutors, learning citizens and funding are in accordance with the evaluation criteria. The obstacle is the limited facilities and infrastructure in learning. Evaluation of Transaction components includes the process of teaching and learning activities, and evaluation of learning. As a result, all indicators are in accordance with process standards. Evaluation of outcomes components includes aspects of graduation. As a result, the graduation rate is 100% and graduates can work, enter college or rise to positions for civil servants. The author provides advice to increase capacity and self-insight regarding about program of packet C. To the government to pay more attention to the availability of facilities and infrastructure for the continuity of the implementation of the program of packet C and intensify coaching and training for tutors and managers of the program of packet C.
