Abstract
Tujuan penelitian ini adalah untuk mengetahui dan menganalisis proses pelaksanaan Peraturan Daerah No 9 Tahun 2011 Rencana Tata Ruang Wilayah Kabupaten Madiun yang membahas mengenai penataan kawasan permukiman daerah kawasan industri di Kabupaten Madiun, serta faktor-faktor yang memepengaruhi proses pelaksanaan peraturan daerah No 9 Tahun 2011. Tipe penelitian yang digunakan dalam penelitian ini adalah deskriptif yaitu memberikan gambaran atau penjelasan tentang prosedur perolehan data penelitian kualitatif, data diperoleh dari wawancara, observasi,dan arsip. Hasil-hasil penelitian yang dianggap relevan dengan masalah yang diteliti dianalisis secara kualitatif melalui kondensasi data yang sesuai dengan hal-hal pokok pada fokus penelitian dan mengkerucut pada permasalahan utama yang ingin dijawab pada penelitian ini. Hasil dari penelitaian ini menunjukan bahwa implementasi kebijakan kawasan permukiman daerah kawasan industri di Kabupaten Madiun., ada empat variable dalam kebijakan publik yaitu Komunikasi Komunikasi dalam pelaksanaan implementasi penetaan kawasan permukiman belum terjalin dengan baik ini terlihat dari komunikasi anatara instansi pemerintahan pengembang perumahan serta warga pemilik hunian dikawasan industri, Sumber Daya sumber daya pendukung dan pemhamdat dari implementasi tersebut dari sumber daya alam maupun sumberdaya manusia, sumberdaya alam yang ada di Kabupaten Madiun adalah di sertor pertanian, perkebunan dan berkembang di bidang industri sumber daya manusia dalam pengimplementasia adalah BAPPEDA dan DPUPR Pengembang Perumahan serta masyarakat itu sendiri, Sikap dan Struktur BAPPEDA sebagai perumus kebijakan selanjutnya DPUPR sebagai implementator dilapangan dan disampaikan kepada pengembang permukiman, Keempat faktor diatas harus dilaksanakan secara simultan karena antara satu dengan yang lainnya memiliki hubungan yang sangat erat. Daei keempat faktor tersebut faktor kumunikasi yang masih jadi penghambat dalam implementasi tersebut kemudian faktor sumberdaya manusia baik terbatasnya jumlah implementator serta sulitnya warga menerima kebijakan tersebut. Kesimpulan dari penelitian ini bahwa Kabupaten Madiun Belum mampu mengatasi permasalahan penataan kawasan penataan permukiman daerah kawasan industri, hal ini terlihat masih banyaknya warga yang menetap dan tidak mau direlokasi ke daerah perumahan yang telah disiapkan oleh pemerintah daerah melalui BAPPEDA serta DPUPR Kabupaten Madiun. Saran bagi penelitian selanjutnya agar dapat memperhatikan auditor penelitian sebagai dasar informasi yang digali, memperluas situs penelitian sehingga data yang diperoleh lebih kompleks dan data yang diperoleh lebih variatif, mengganti metode penelitian dengan kuantitatif sehingga data yang diambil lebih falid
English Abstract
The purpose of this study was to find out and analyze the process of implementing Regional Regulation No. 9 of 2011 Madiun District Spatial Planning which discussed the arrangement of residential areas in industrial areas in Madiun Regency, as well as factors that influenced the process of implementing regional regulation No. 9 of 2011. The type of research used in this study is descriptive, namely providing an overview or explanation of the procedure for obtaining qualitative research data, data obtained from interviews, observations, and archives. The research results that are considered relevant to the problem under study are analyzed qualitatively through condensation of data in accordance with the main points in the focus of the research and converge on the main problems that are to be answered in this study The results of this research show that the implementation of the industrial estate area settlement policy in Madiun Regency, there are four variables in public policy namely Communication Communication in the implementation of the implementation of the settlement area that has not been well established can be seen from the communication between housing developers and residential residents in the industrial area, the resources of the supporting resources and observers of the implementation are from natural resources and human resources, the natural resources in Madiun Regency are in the agriculture, plantation and developing sectors in the human resource industry in implementing the BAPPEDA and Housing Developer DPUPR as well as the community itself, the attitude and structure of BAPPEDA as the next policy formulator DPUPR as the implementer in the field and conveyed to settlement developers. The four factors above must be carried out simultaneously because of the or with others who have a very close relationship. If the four factors are communication factors which are still obstacles in the implementation, then human resource factors are both the limited number of implementers and the difficulty of citizens to accept the policy. The conclusion of this study is that Madiun District has not been able to overcome the problem of structuring the settlement area arrangement in industrial zones, it is seen that there are still many residents who are settled and unwilling to relocate to residential areas that have been prepared by the local government through BAPPEDA and DPUPR Madiun Regency. Suggestions for further research in order to be able to pay attention to the auditor's research as the basis of the information extracted, expand the research site so that the data obtained is more complex and the data obtained is more varied, replacing quantitative research methods so that the data taken is more valid
