Abstract

Otonomi daerah merupakan wewenang daerah otonom untuk mengatur dan mengurus kepentingannya masyarakat setempat menurut prakarsa sendiri berdasarkan aspirasi masyarakat sesuai dengan peraturan perundangan. Pengembangan suatu daerah dapat disesuaikan oleh pemerintah daerah dengan potensi daerahnya masing-masing. Kota Malang merupakan daerah otonom yang berupaya untuk mengembangkan potensi sumber Pendapatan Asli Daerah guna menumbuhkan kemandirian daerah. Jumlah kendaraan di Kota Malang yang semakin meningkat menyebabkan kebutuhan akan ketersediaan lahan parkir juga semakin meningkat, jumlah titik parkir di tepi jalan umum semakin bertambah merupakan potensi dalam penerimaan Retribusi Pelayanan Parkir di Tepi Jalan Umum. Retribusi Pelayanan Parkir di Tepi Jalan Umum diatur dalam Peraturan Daerah Kota Malang Nomor 3 Tahun 2015 tentang Retribusi Jasa Umum. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Retribusi Pelayanan Parkir di Tepi Jalan Umum dengan menggunakan empat variabel dari teori implementasi kebijakan Edward III antara lain komunikasi, sumber daya, disposisi dan struktur birokrasi. Selain itu, juga untuk menganalisis faktor pendukung dan faktor penghambat yang mempengaruhi implementasi kebijakan dengan menggunakan analisis SWOT. Peneliti menggunakan metode penelitian kualitatif. Lokasi penelitian di Dinas Perhubungan Kota Malang dan beberapa tempat parkir di tepi jalan umum. Peneliti menggunakan triangulasi sumber dan triangulasi teknik untuk menguji keabsahan data. Analisis data menggunakan model Miles dan Huberman. Hasil penelitian menunjukkan bahwa implementasi kebijakan Retribusi Pelayanan Parkir di Tepi Jalan Umum ditinjau dari teori implementasi kebijakan Edward III belum berjalan optimal karena belum terpenuhinya beberapa variabel antara lain komunikasi, sumber daya dan sikap atau disposisi. Adapun faktor yang mendukung pelaksanaan kebijakan antara lain streghts yaitu adanya SOP dan penyediaan sumber informasi, opportunities yaitu koordinasi yang baik dengan pihak terkait. Faktor penghambat pelaksanaan kebijakan antara lain weaknesses yaitu aturan yang belum jelas, jumlah personil yang terbatas serta fasilitas yang terbatas, threats yaitu cuaca yang tidak mendukung dan adanya parkir liar. Saran peneliti antara lain pemerintah perlu menerbitkan Peraturan Walikota terkait aturan perparkiran, masyarakat harus lebih aktif dalam pengawasan dan pelaporan pelanggaran, optimalisasi anggaran untuk penyediaan fasilitas, penindakan secara tegas terhadap pelanggaran pelaksanaan Retribusi Pelayanan Parkir di Tepi Jalan Umum serta pemberian insentif kepada petugas parkir.

English Abstract

Regional autonomy is the authority of the autonomous region to regulate and manage the interests of the local community according to its own initiative based on the aspirations of the community in accordance with the laws and regulations. The development of an area can be adjusted by local governments with their respective regional potential. Malang City is an autonomous region that seeks to develop the source of its locally-generated revenue to foster regional independence. The increasing number of vehicles in the Malang City has caused the increasing demand for parking lot. The more number of parking lot, the bigger potential for receiving Parking Service Retribution on Public Roadside.Parking Service Retributions on Public Roadside are regulated in the Regional Regulation of Malang City Number 3 of 2015 about Public Service Retribution. This research aims to analyze the implementation of Roadside Parking Service Retribution Policy using the policy implementation theory of Edward III. In addition, it is also to analyze the supporting factors and inhibiting factors that affect the implementation of policies using SWOT analysis. The researcher uses qualitative research methods. The research conducted at the Malang City on Department of Transportation and several parking lots on the public roadside. The researcher uses triangulation source and triangulation techniques to test the data validity. The data is analyzed using the Miles and Huberman models. The results shows that the implementation of the Public Road Parking Service Retribution policy in terms of the policy implementation theory of Edward III policy has not run optimally. This can be seen from non optimal communication, lack of resources, and the disposition or attitude of the implementers who have not fully obeyed the rules. The factors that support the implementation of the policy are the Strength, which are the existence of SOP and the provision of information sources, Opportunities, which is the good coordination with related parties. Factors inhibiting the implementation of policies include Weaknesses, which are unclear rules, limited number of personnel and limited facilities, Threats, which are the unsupporting weather and the presence of illegal parking. Suggestions for researchers arethe government need to issue Mayor Regulations related to parking rules, the society must be more active in reporting violations of public roadside parking, optimizing the budget for providing facilities and strict action against violations of Parking Services Retribution on the Public Roadside and also giving tip to parking attendant.
