Abstract
Dinas Komunikasi dan Informatika Kabupaten Sidoarjo diberikan wewenang oleh Peraturan Bupati nomor 46 Tahun 2018 untuk menjadi GCIO (Government Chief Information Officer) yang memiliki tugas membantu Bupati salah satunya dalam mengelola data pemerintahan. Pembangunan data warehouse guna memenuhi kebutuhan Bupati akan data pemerintahan masih dirasa kurang karena data yang tersimpan tidak dapat disajikan dan Bupati masih mengandalkan sistem lama yang memakan waktu cukup panjang. Sistem lama dari penyajian data pemerintahan diolah secara manual oleh pihak Dinas Kominfo dan dalam meminta data ke Organisasi Perangkat Daerah (OPD) yang bersangkutan juga memakan waktu lama karena OPD juga perlu menyiapkan data secara manual terlebih dahulu. Berdasarkan permasalahan tersebut maka diperlukan sebuah Sistem Informasi Eksekutif Dashboard E-Government berbasis website guna memenuhi kebutuhan Bupati dalam kemudahan mengakses data pemerintahan dari data warehouse yang telah diolah serta disajikan secara otomatis oleh sistem. Pengembangan sistem ini menggunakan metode rational unified process. Penelitian yang telah dilakukan menghasilkan analisis kebutuhan, perancangan sistem, implementasi serta pengujian sistem. Sistem diuji dengan menggunakan beberapa metode pengujian perangkat lunak yaitu validation testing, compatibility testing serta user acceptance testing. Hasil pengujian terhadap sistem ini menunjukkan bahwa sistem berjalan dengan baik selaras dengan persyaratan yang telah dibuat serta mampu mempermudah Bupati dalam mengakses data pemerintahan serta melakukan tindak lanjut terhadap data yang telah disajikan pada sistem informasi eksekutif dashboard e-government.
English Abstract
The Department of Communication and Informatics of Sidoarjo Regency was given authority by the Regent Regulation Number 46 the year 2018 to become a GCIO (Government Chief Information Officer) who has the task of assisting the Regent one of them in managing the government data. Construction of Data Warehouse to fulfill the needs of the regent will government data still felt less because the data stored can not be presented and the regent still relies on the old system that takes quite a long time. The old system from the presentation of government data processed manually by the Department of Kominfo and in requesting data to the regional organization unit (ROU) also takes a long time because ROU also needs to set up the data manually first. Based on the problem, an executive information system of Dashboard E-Government based website to meet the needs of the regent in accessing the government data from the data warehouse that has been processed and presented automatically by the system. Development of this system using the rational method Unified Process. Research has been conducted to produce an analysis of needs, system design, implementation and testing of systems. System tested using several testing methods namely validation testing, compatibility testing, and user acceptance testing. The test results of this system indicate that the system is running well in accordance with the requirements that have been made and make it easier for the Bupati to access government data and follow up on the data that has been presented on the e-Government dashboard executive information system.
