Abstract

Penelitian ini dilaksanakan karena banyaknya WNA yang datang ke Malang dengan berbagai tujuan seperti bekerja, sekolah dan kunjungan wisata. Kepala Kantor Imigrasi Kelas I Malang menyebutkan bahwa wisatawan yang datang ke wilayah Malang mengalami peningkatan yang signifikan di tahun 2017 yakni dari 659 menjadi 2533 WNA. Akan tetapi, banyaknya jumlah WNA yang datang ke Malang juga diikuti dengan terjadinya pelanggaran yang dilakukan. Wilayah kerja Kantor Imigrasi Kelas I Malang yang luas juga menjadi suatu tantangan yang harus dihadapi. Oleh karena itu, Kantor Imigrasi Kelas I Malang dalam pelaksanaan pengawasan mulai menerapkan konsep E-Government yang diharapkan mampu meningkatkan efekivitas dan efisiensi dalam menjalankan tugas dan fungsinya. Metode dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dengan beberapa teori pendukung yakni, administrasi publik, manajemen, Electronic Government, keimigrasian dan orang asing. Fokus penelitian yakni pelaksanaan pengawasan status keimigrasian warga negara asing dalam perspektif Electronic government dilihat dari teori fungsi manajemen dan proses implementasi, pihak-pihak yang terlibat dalam pelaksanaan pengawasan, serta faktor pendukung dan faktor penghambat. Pengumpulan data dilakukan dengan wawancara mendalam, observasi dan dokumentasi analisis data menggunakan model analisis data interaktif kualitatif. Hasil penelitian adalah Kantor Imigrasi Kelas I Malang sudah mulai menerapkan konsep Electronic government khususnya dalam pelaksanaan pengawasan. Akan tetapi masih pada tahap publish dan interact, sedangkan untuk tahap transact belum terlaksana. Adapun proses pertukaran informasi yang melibatkan beberapa pihak yang sudah terlaksana yakni Government to Citizen (G2C), sedangkan untuk tipe relasi Government to Business, Government to Government dan Government to Employee belum sepenuhnya terlaksana. Faktor pendukung pelaksanaan pengawasan yakni sarana dan prasarana, pembentukan TimPORA, dan beberapa layanan online. Sedangkan faktor penghambat yakni, wilayah kerja yang cukup luas, aplikasi pengawasan yang kurang efektif dan jumlah Sumber Daya Manusia yang kurang.

English Abstract

This research was carried out because of the large number of foreigners who came to Malang with various purposes such as work, school and tourist visits. The head of the Immigration Office Class I Malang said that tourists came to Malang experienced a significant increase in 2017, from 659 to 2533 foreigners. However, the large number of foreigners who came to Malang was also followed by the occurrence of violations committed. The extensive working area of the Malang Class I Immigration Office is also a challenge that must be faced. Therefore, the Malang Class I Immigration Office in implementing supervision began to apply the E-Government concept which is expected to be able to increase the effectiveness and efficiency in carrying out its duties and functions. The research metode that used in this research is descriptive qualitative with supporting theories which are public administration, management, electronic government, immigration, and foreigners. The focus of this research is the implementation of controlling for foreign’s immigration status on electronic government perspective based on management theory function and implementation process, who takes apart in controlling, supporting, and obstacle factors. The data is analyzed using interactive qualitative. The result of this research is Immigration Office Class I Malang has started to apply electronic government concept especially on controlling implementation. However, it is still in the publish and interact stage, while the transact stage has not been implemented. As for the information exchange process that involved several parties, namely Government to Citizen (G2C), while for the type of relations Government to Business, Government to Government and Government to Employee have not been fully implemented. The supporting factors are facilities and infrasructure, the formation of TimPORA, and other online service. While, the obstacle factors are the far-ranging working area, controlling application that less effective, and the less of human resources.
