Abstract
Penelitian ini dilakukan atas dasar keingintahuan penulis dalam implementasi program elektronik warung gotong royong kelompok usaha bersama program keluarga harapan (e-Warong KUBE PKH) di Kota Malang. Kemiskinan masih menjadi permasalahan di Indonesia. Langkah Pemerintah Indonesia dalam usaha pengentasan kemiskinan adalah dengan membuat program e-Warong KUBE PKH. Program tersebut merupakan program aksi dari kebijakan Peraturan Menteri Sosial Nomor 25 Tahun 2016 Tentang Bantuan Pengembangan Usaha Melalui e- Warong KUBE PKH. Kota Malang merupakan kota pertama di Indonesia tempat diluncurkannya program tersebut. Pertama peneliti ingin meneliti bagaimanakah implementasi program e-Warong KUBE PKH di Kota Malang (studi pada e- Warong KUBE PKH Maju Sejahtera dan e-Warong KUBE PKH Tanjungrejo Bersatu). Kedua apa saja hambatan dalam implementasi program e-Warong KUBE PKH di Kota Malang. Jenis penelitian yang digunakan dalam penulisan skripsi ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Peneliti menggunakan teori model kesesuaian oleh David C. Korten (dalam Akib dan Tarigan, 2008: 11) dengan melihat kesesuaian antara elemen program, pelaksanaan program dan kelompok sasaran. Metode analisis yang digunakan adalah metode interaktif Miles, Huberman, dan Saldana. Dalam penelitian ini terdapat empat tahapan penelitian, yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi program e-Warong di dua e-Warong yang ada di Kota Malang belum optimal. Ketidakoptimalan tersebut disebabkan ketidaksesuaian pada elemen pelaksanaan program. Kesesuaian ditemukan pada elemen program dan elemen kelompok sasaran. Sumberdaya lain penunjang keberhasilan program sudah tersedia. Kondisi sosial masyarakat terkait implementasi program adalah mendukung dan kondisi ekonomi kelompok masyarakat penerima bantuan BPSU melalui e-Warong KUBE PKH sudah tepat. Hambatan implementasi program e-Warong didapati dilingkungan Dinas Sosial Kota Malang, Bank BNI dan e-Warong. Saran peneliti yakni: (i) Segera dilakukan pengangkatan Kabid PFM dan Pemberdayaan Sosial oleh Pemerintah Kota Malang. (ii) Bank BNI harus meningkatkan pengawasan terhadap sistem perbankannya, komunikasi petugas ABB ke pengurus dan penyelia e-Warong juga perlu ditingkatkan. (iii) Perlu dilakukan sosialisasi lanjutan terkait peraturan program e- Warong KUBE PKH kepada pengurus dan penyelia e-Warong KUBE PKH di Kota Malang agar permasalahan yang ada di e-Warong bisa diminimalisir.
English Abstract
This research was conducted on the basis of the curiosity of authors in the implementation of electronic program warung gotong royong kelompok usaha bersama program keluarga harapan (e-Warong KUBE PKH) in Malang city. Poverty is still a problem in Indonesia. The steps of the Indonesian Government in efforts to alleviate poverty are by making KUBE PKH e-Warong program. The program is an action program from the Minister of Social Affairs Regulation Number 25 of 2016 concerning Business Development Assistance Through KUBE PKH e-Warong. Malang City is the first city in Indonesia where the program was launched. First, the researchers wanted to examine how the implementation of the KUBE PKH e-Warong program in Malang City. Second, what are the obstacles in the implementation of the KUBE PKH e-Warong program in Malang City. This type of research used in writing this essay is a type of descriptive research with a qualitative approach. The researcher used the conformity model theory by David C. Korten (in Akib and Tarigan, 2008: 11) by looking at the compatibility between program elements, program implementation and target groups. The analytical method used is the interactive method of Miles, Huberman, and Saldana. In this study there are four stages of research, namely data collection, data condensation, data presentation, and conclusion drawing. The results showed that the KUBE PKH e-Warong program in Malang City had been implemented but was not optimal. The optimization is due to a mismatch on the elements of program implementation. Suitability is found in the program elements and target group elements. Other resources that support the success of the program are available. The social condition of the community regarding the implementation of the program is supportive and the economic conditions of the community groups receiving BPSU assistance through the PKH e-Warong PKH are appropriate. The obstacles to implementing the e-Warong program are found in the Malang City Social Service Office, BNI Bank and e-Warong. Researcher's suggestions are: (i) Immediately carried out the appointment of Head of PFM and Social Empowerment by Malang City Government. (ii) Bank BNI must increase supervision of its banking system, communication of ABB officers to administrators and supervisors of e-Warong also needs to be improved. (iii) Further information is needed regarding the regulation of the PKH e-Warong KUBE program to the management and supervisors of the KUBE PKH e-Warong in Malang so that the problems in e-Warong can be minimized.
