Abstract

Sejak disahkannya Undang-Undang Nomor 6 tahun 2014 tentang Desa, saat ini Desa di Indonesia mempunyai otonomi sendiri dalam menjalankan pemerintahannya serta dalam menyusun Rencana Kerja Pemerintah Desa. Dalam penyusunan Rencana Kerja Pemerintah Desa Sumbersekar terdapat stakeholders yang terlibat antara lain pemerintah desa, Badan Permusyawaratan Desa, dan unsur masyarakat desa. Terdapat permasalahan dalam penyusunan Rencana Kerja Pemerintah Desa Sumbersekar yaitu adanya ego sektoral atau masing-masing stakeholders beranggapan kepentingan mereka yang harus diakomodir ke dalam Rencana Kerja Pemerintah Desa, sehingga menyebabkan penyusunan dokumen perencanaan tersebut terhambat. Tujuan penelitian antara lain untuk mendeskripsikan dan menganalisis sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa serta faktor pendukung dan penghambat sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa di Desa Sumbersekar, Kecamatan Dau, Kabupaten Malang. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisis data yang digunakan dalam penelitian ini adalah model analisis interaktif Miles, Huberman, dan Saldana. Fokus penelitian meliputi sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa dilihat dari bentuk, proses, dan peran masing-masing stakeholders, serta faktor pendukung dan penghambat sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa. Hasil dari penelitian ini menunjukkan bahwa sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa Sumbersekar masih bermasalah yaitu terdapat ego sektoral. Upaya yang dapat dilakukan saat ini oleh para stakeholders untuk mengurangi adanya ego sektoral adalah menerapkan sinergitas yang dibagi menjadi tiga bentuk, kemudian sesuai dengan proses sinergitas yang saling terkait, serta peran masing-masing stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa Sumbersekar. Sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa di Desa Sumbersekar didukung dengan adanya partisipasi masyarakat, komunikasi antar stakeholders, dan masyarakat berpikir kritis. Ada pula beberapa faktor penghambat sinergitas stakeholders dalam penyusunan Rencana Kerja Pemerintah Desa di Desa Sumbersekar, yaitu terdapat ego sektoral antar masyarakat, keterlambatan pencairan anggaran tahun sebelumnya, dan belum maksimal dalam pemanfaatan teknologi.

English Abstract

Since the enactment of Law Number 6 of 2014 concerning Village, currently Village in Indonesia have their own autonomy in running their government and in the preparation annual planning of Village Government. In the preparation Annual Planning of Sumbersekar Village Government there are stakeholders involved including the village government, Village Consultative Agency (VCA), and elements of the village community. There are problems in the preparation Annual Planning of Sumbersekar Village Government, namely the existence of a sectoral ego or each stakeholders assuming their interests should be accommodated in the Annual Planning of Village Government, thus causing the preparation of the planning document to be hampered. The research objectives include describe and analyze stakeholders synergy in the preparation Annual Planning of Village Government as well as supporting and inhibiting factors of stakeholders synergy in the preparation Annual Planning of Village Government in Sumbersekar Village, Dau District, Malang Regency. This research uses descriptive research with a qualitative approach. The data analysis technique used in this research is an interactive analysis model of Miles, Huberman, and Saldana. The focus of the research includes the stakeholders synergy in the preparation Annual Planning of Village Government viewed from the form, process, and role of each stakeholders, as well as supporting and inhibiting factors of stakeholders synergy in the preparation Annual Planning of Village Government. The results of this research indicate that stakeholders synergy in the preparation Annual Planning of Sumbersekar Village Government is still problematic, namely there is a sectoral ego. The efforts that can be taken at this time by stakeholders to reduce the existence of sectoral ego is to implement synergy which is divided into three forms, then in accordance with the interrelated synegic process, and the role of each stakeholders in the preparation Annual Planning of Sumbersekar Village Government. Stakeholders synergy in the preparation Annual Planning of Sumbersekar Village Government is supported by the presence of community participation, communication between stakeholders, and the community to think critically. There are also several inhibiting factors for stakeholders synergy in the preparation Annual Planning of Sumbersekar Village Government, namely there are sectoral ego between communities, late disbursement of the previous year's budget, and not yet maximized in the use of technology.
