Abstract

Wabah Ebola atau lebih dikenal dengan ebola outbreak mulai gempar di Kawasan Afrika Barat pada tahun 2014. Wabah Ebola ini juga menjadi suatu ancaman global bagi masyarakat internasional karena merupakan virus yang sangat mematikan dibandingkan dengan virus-virus lainnya terhadap kemaslahatan umat sehingga perlu penanganan lebih dari aktor terkait dalam hubungan internasional yaitu organisasi internasional yang menangani masalah kesehatan global. WHO (World Health Organisations) adalah salah satu badan PBB yang bertindak sebqagai kordinator kesehatan umum internasional. Penelitian ini bertujuan untuk mendeskripsikan peran WHO dalam menangani Wabah Ebola di Afrika Barat tahun 2014-2016 dan mengetahui bentuk peranan WHO dalam menangani Wabah Ebola di Afrika Barat tahun 2014-2016, dianalisis dari konsep Peran Organisasi Internasional milik Clive Archer yang memiliki variable instrument, arena, dan actor. Hasil penelitian menunjukkan bahwa peran WHO memenuhi peran sebagai instrument, arena dan aktor dengan program bantuan berupa dana atau donasi dari beberapa pihak yang dikelola oleh WHO untuk mencegah, menangani, dan menghentikan wabah ebola dengan menerapkan program yang telah disiapkan. Dalam melakukan kegiatannya WFP menjadi aktor independen yang tidak dapat dipengaruhi oleh negara anggotanya.

English Abstract

Ebola outbreaks, known as ebola outbreaks, are beginning to uproar at West Africa region in 2014. This Ebola outbreak is also a global threat for the international community because it is a very deadly virus compared to other viruses towards the benefit of the people that needs more handling from related actors in international relations, namely international organizations that handle global health issues. The WHO (World Health Organization) is a specialized agency of the United nations that is concerned with international public health. This study aims to describe the role of WHO in dealing with Ebola Outbreaks in West Africa in 2014-2016 and to know the form of WHO's role in dealing with Ebola Outbreaks in West Africa in 2014-2016, analyzed from the concept of Clive Archer's International Organizations which have variable instruments, arenas, and actor. The results showed that the role of WHO fulfilled its role as an instrument, arena and actor with programs in the form of funds or donations from several parties managed by WHO to prevent, handle, and stop the Ebola outbreak by implementing prepared programs. In carrying out its activities WHO became an independent actor who can not be influenced by its member countries.
