Abstract
Sejarah hubungan Amerika Serikat dan Vietnam dapat dikatakan kurang baik mengingat ditahun 1954-1975 pernah terjadi Perang Vietnam yang melibatkan keduanya. Berakhirnya perang yang memberikan kekalahan pada Amerika Serikat berdampak pada penerapan embargo di Vietnam. Namun setelah 50 tahun berlalu Amerika membuat kebijakan baru terkait pencabutan embargo senjata ke Vietnam. Berdasarkan sejarah hubungan antara amerika dan Vietnam penulis memiliki ketertarikan untuk mengetahui apa factor-faktor yang mempengaruhi pengambilan kebijakan Amerika Serikat. Pada penelitian ini penulis menggunakan konsep kebijakan luar negeri adaptif model milik James Rosenau. Model tersebut penulis gunakan untuk menjelaskan perubahan-perubahan yang terjadi pada faktor eksternal internal dan kepemimpinan di Amerika Serikat sehingga mempengaruhi pembuatan kebijakan luar negerinya. Hasil penelitian penulis mengenai kebijakan Amerika Serikat mencabut embargo senjata ke Vietnam dipengaruhi oleh factor eksternal internal dan kepemimpinan. Namun penulis berpendapat factor eksternal menjadi factor dominan dalam pengambilan kebijakan tersebut.
English Abstract
History of the United States and Vietnam relationship can be said to be less well, considering was in years 1954 – 1975 happened Vietnam war involving both. The war ended with the defeat of the United States have an impact on the implementation of the embargo on Vietnam. But after 50 years passed, the United States made a new policy regarding the lifting of an arms embargo to Vietnam. Based on the historical relationship between the United States and Vietnam, the authors have an interest to know what the factors that influence US policy making. In this study the author used James Rosenau's adaptive foreign policy model concept. The model used by the author to explain the changes that occur in the internal and external factors of leadership in the United States affecting foreign policymaking. The results of the author's research on the policy of the United States of revoking the arms embargo on Vietnam are influenced by internal external factors and leadership. But the authors argue external factors become the dominant factor in the policy-making
