Abstract
Polusi Udara adalah pemasalahan yang terjadi di Korea Selatan sejak lama, tetapi pada awalnya polusi udara bukanlah sebuah masalah yang diprioritaskan oleh Korea Selatan. Polusi udara di Korea Selatan berasal dari polusi udara transnasional seperti yellow dust dari negara lain, seperti Cina, Mongolia, dan yang berasal dari emisi domestik Korea Selatan. Salah satu kerugian yang terjadi di Korea Selatan karena polusi udara adalah resiko kesehatan warga Korea Selatan. Karena alasan itu, Korea Selatan melalui Moon Jae In mulai mendeklarasikan masalah polusi udara sebagai ancaman terhadap keamanan kesehatan warga negara Korea Selatan dan diperlukan sebuah tindakan untuk mengatasi masalah polusi udara dengan melakukan sekuritisasi. Penelitian ini, berupaya menganalisis bagaimana Korea Selatan melakukan sekuritisasi terhadap isu polusi udara, dengan menganalisis proses sekuritisasi seperti speech act, acceptance by audience, dan extraordinary measure. Semua tindakan tersebut akan dianalisis sebagai proses sekuritisasi isu polusi udara oleh Korea Selatan
English Abstract
Air Pollution is an issue that happened in South Korea since long time a go, but back then an air pollution is not a prioritized issue in South Korea. The air pollution in south Korea are originated from transnational air pollution like yellow dust from other country, such as China, Mongolia, and which originated from South Korea domestic emission. One of the loss that occur in South Korea because of air pollution is South Korea's citizen health. Because of that reason, South Korea through Moon Jae In start to declare an air pollution issue as threat to health security of South Korea citizen)and need a measure to overcome the air pollution issue by securitizing it. This study, attempt to analyze how South Korea securitizing air pollution, by analizing the securitizing processs as speech act, acceptance by audience, and emergency measure. All of those actions will be analized as the process of securitizing an air pollution by South Korea.
