Abstract
Desa Gajahrejo masuk ke dalam kategori prioritas penanganan daerah rawan air berdasarkan RPJMD Kabupaten Malang 2016-2021 dan menjadi salah satu wilayah yang teridentifikasi belum terlayani oleh PDAM di Kabupaten Malang berdasarkan Buku Putih Sanitasi Kab. Malang Tahun 2012. Debit sumber air yang mengecil ketika musim kemarau menyebabkan warga Desa Gajahrejo harus membeli air pada mata air yang terletak pada sumber air dari luar desa mereka. Kemiskinan bukan hanya tentang permasalahan terkait tingkat pendapatan, namun dalam artian luas seperti ketidakmampuan seseorang untuk memenuhi kebutuhan dasar yakni air. Tingkat kemiskinan air merupakan salah satu indikator penyebab kemiskinan yang perlu diketahui nilainya. Tersedianya infrastruktur (fisik) dan terciptanya kondisi sosial masyarakat (non fisik) yang baik juga memiliki peran penting untuk dapat mengurangi tingkat kemiskinan suatu daerah. Berdasarkan latar belakang tersebut, penelitian ini bertujuan untuk menghitung tingkat kemiskinan air, mengetahui nilai tingkat partisipasi dan densitas masyarakat serta memodelkan hubungan antara tingkat kemiskinan air dengan kondisi sosial dan infrastruktur Desa Gajahrejo. Metode yang digunakan dalam penelitian ini adalah dengan menggunakan analisis Water Povert Index, Social Network Analysis dan analisis regresi spasial. Hasil dari tujuan pertama adalah 12 RT termasuk ke dalam klasifikasi aman, klasifikasi cukup aman sebanyak 18 RT dan klasifikasi tidak aman sebanyak 11 RT dari total kesuluruhan yakni 41 RT. Social Network Analysis dalam tujuan kedua menujukkan hasil Rate of Participation terendah berada pada RT 21 serta nilai densitas tertinggi berada pada RT 14. Hasil pemodelan diketahui bahwa variabel densitas (kerapatan) dan infrastruktur (waktu tempuh menuju sarana pendidikan SD) merupakan variabel bebas yang paling berpengaruh terhadap tingkat kemiskinan air di Desa Gajahrejo.
English Abstract
Gajahrejo Village is included in the priority category of handling water-prone areas based on Malang Regency RPJMD 2016-2021 and is one of the identified areas that have not been served by PDAM in Malang Regency based on the Sanitation White Paper Malang District in 2012. The dissipation of water resources that are shrinking during the dry season causes the residents of Gajahrejo Village to have to buy water from springs located in water sources from outside their villages. Poverty is not only about problems related to the level of income, but in a broad sense such as the inability of a person to fulfill basic needs, namely water. Water poverty is one indicator of the causes of poverty that needs to be known. The availability of infrastructure (physical) and the creation of good social conditions (non-physical) also have an important role to be able to reduce the poverty level of a region. Based on this background, this study aims to calculate the level of water poverty, determine the value of the level of participation and density of the community and model the relationship between the level of water poverty with infrastructure and social conditions of Gajahrejo Village. The method used in this study is to use the Water Povert Index analysis, Social Network Analysis and Spatial Regression Analysis. The results of the first objective are 12 neighborhood groups included in the safe classification, the classification is quite safe as many as 18 neighborhood units and insecure classifications of 11 neighborhood units of the total total of 41 neighborhood groups. Social Network Analysis in the second objective shows the lowest Rate of Participation results is in neighborhood unit 21 and the highest density value is in neighborhood unit 14. The modeling results show that the variable density and infrastructure (travel time to the elementary education facilities) are independent variables most influential on the level of water poverty in Gajahrejo Village.
