Abstract
Bus kota merupakan moda transportasi yang ada di kota Surabaya. Banyak perusahaan otobus yang menyiapkan armada untuk melayani masyarakat Surabaya dan telah disiapkan untuk menjangkau setiap titik di kota Surabaya. Sebagai pemilik moda transportasi bus kota setiap perusahan otobus berperan penting dalam kepuasan masyarakat terhadap moda transportasi bus kota, kepuasan masyarakat tersebut menyangkut pada pelayanan fasilitas yang ada di bus kota serta kebijakan tarif yang diterapkan untuk memakai jasa bus kota. Kajian ini bertujuan untuk mengetahui kualitas kinerja pelayanan berdasarkan metode Importance Performance Analysis (IPA), mengetahui kesesuain tarif berdasarkan kemampuan (Ability To Pay) dan kemauan (Willingness To Pay) membayar jasa transportasi bus kota, dan menentukan kesesuaian antara pelayanan dan tarif yang berlaku saat ini. Objek yang diteliti adalah bus kota Surabaya kelas ekonomi non tol trayek Purabaya-Osowilangon, jumlah sampel yang diambil sebanyak 450 responden dan pengambilan sampel menggunakan metode random sampling. Data yang digunakan dalam kajian ini adalah data primer yang diperoleh dari data hasil kuisioner dan wawancara, yang dilakukan di dalam bus kota Surabaya kelas ekonomi non tol trayek Purabaya- Osowilangun pada bulan Maret 2017, sedangkan data sekunder diperoleh dari literatur, internet, dan dokumen perusahaan. Analisis data yang digunakan dalam kajian ini adalah Importance Performance Analysis (IPA), Ability to Pay (ATP), dan Willingness to Pay (WTP). Hasil kajian menggunakan metode IPA menunjukkan bahwa terdapat sepuluh atribut pelayanan bus kota Surabaya kelas ekonomi non tol trayek Purabaya-Osowilangon yang perlu ditingkatkan. Kesepuluh atribut tersebut antara lain: (1) Lampu penerangan, (2) Alat pemecah kaca, (3) Alat pemadam api ringan, (4) Fasilitas kesehatan, (5) Kelayakan kendaraan, (6) Pintu masuk dan keluar harus tertutup saat bus berjalan, (7) Fasilitas pengatur suhu ruangan, (8) Fasilitas kebersihan, (9) Larangan merokok, (10) Tarif yang sesuai dengan pelayanan. Berdasarkan analisis ATP, diketahui presentase responden yang mampu membayar tarif lebih dari rata-rata tarif yang berlaku saat ini adalah sebesar 11,33%. Kemudian berdasarkan korelasi antara ATP dan pendapatan didapatkan persamaan regresi Y= 0.0005X + 2.445,5 dengan X adalah pendapatan rata-rata responden yaitu Rp. 2.050.000,- sehingga diperoleh rata-rata ATP regresi sebesar Rp. 3.470,5. Sedangkan untuk analisis WTP diketahui prosentase responden yang mau membayarkan tarif lebih dari rata-rata yang berlaku saat ini adalah sebesar 45,33%. Dan didapatkan persamaan regresi Y= 0,0003X + 4.601,4 dengan X adalah pendapatan rata-rata responden yaitu Rp. 2.050.000,- sehingga diperoleh rata-rata WTP regresi sebesar Rp. 5.216,4. Bersadarkan hasil analisis ATP dan WTP tersebut menunjukan bahwa masyarakat masih kurang mampu dan kurang mau untuk membayar tarif yang berlaku. Pengguna jasa didalam kajian ini tergolong dalam captive riders.
English Abstract
City bus is a mode of transportation in the city of Surabaya. Many auto companies are preparing a fleet to serve the people of Surabaya and have been prepared to reach every point in the city of Surabaya. As the owner of the urban bus transportation mode every otobus company plays an important role in the public satisfaction of the city bus transportation modes, the community's satisfaction is related to the service of existing facilities in the city bus and the tariff policy applied to use the city bus service. This study aims to determine the quality of service performance based on the method of Importance Performance Analysis (IPA), to know the suitability of the ideal tariff based on the ability (Ability To Pay) and Willingness To Pay to pay for the city bus transportation services, and determine the suitability between the service and the applicable tariff currently. Objects studied are Surabaya city buses economy class non toll route Purabaya- Osowilangon, the number of samples taken as many as 450 respondents and sampling using random sampling method. The data used in this study are the primary data obtained from the questionnaire and interview data, conducted in the Surabaya-style non-toll-class Surabaya city bus route Purabaya-Osowilangun on March 2017, while secondary data were obtained from the literature, the Internet and corporate documents . Data analysis used in this study is Importance Performance Analysis (IPA), Ability to Pay (ATP), and Willingness to Pay (WTP). The results of the study using the IPA method shows that there are ten attributes of Surabaya city bus service economy class non toll route Purabaya-Osowilangon which needs to be improved. The ten attributes are: (1) Lighting, (2) Glass breaker, (3) Light fire extinguishers, (4) Health facilities, (5) Vehicle feasibility, (6) Entrances and exits must be closed during bus Walking, (7) Room Temperature Facilities, (8) Hygiene facilities, (9) Smoking ban, (10) Rates appropriate to service. Based on the analysis of ATP, it is known that the percentage of respondents who can afford the tariff more than the current average rate is 11.33%. Then based on the correlation between ATP and income obtained regression equation Y = 0.0005X + 2.445,5 with X is the average income of respondents is Rp. 2.050.000, - so that the average ATP regression is Rp. 3,470.5. As for the analysis of WTP known percentage of respondents who want to pay rates more than the current average is 45.33%. And obtained regression equation Y = 0,0003X + 4.601.4 with X is the average income of respondents is Rp. 2.050.000, - so that the average WTP of regression is Rp. 5,216.4. Be aware of the results of ATP and WTP analysis shows that the community is still less able and less willing to pay the prevailing rates. Service users in this study belong to captive riders.
