Abstract
Penelitian ini membahas mengenai peran United Nation High Commissioner for Refugees (UNHCR) dalam penanganan pengungsi Suriah di Lebanon tahun 2014-2016. Peran UNHCR dalam penanganan pengungsi dilakukan dalam menangani pengungsi Suriah yang berada di Lebanon dalam jumlah besar dan memberikan dampak bagi Lebanon. Peran UNHCR di Lebanon ini berada pada kondisi dimana Lebanon merupakan negara yang tidak meratifikasi Konvensi 1951 dan Protokol 1967 mengenai pengungsi yang membuat UNHCR memiliki rintangan dalam menjalankan perannya di Lebanon. Penelitian ini menggunakan konsep peran organisasi internasional milik Clive Archer yang dijelaskan melalui tiga variabel yaitu instrument, arena, dan actor. Penelitian ini merupakan penelitian kualitatif dengan menggunakan data sekunder. Hasil penelitian ini membuktikan bahwa menurut konsep organisasi internasional milik Clive Archer melalui tiga variabel perannya, UNHCR dalam Penangangan pengungsi Suriah di Lebanon tahun 2014-2016 hanya menjalankan perannya sebagai actor saja dan kedua peran lainnya instrument dan arena tidak dilakukan sebagai peran organisasi internasional.
English Abstract
This study discusses the role of the United Nations High Commissioner for Refugees (UNHCR) in the handling of Syrian refugees in Lebanon in 2014-2016. The role of UNHCR in handling refugees was carried out in dealing with Syrian refugees who were in Lebanon in large numbers and had an impact on Lebanon. The role of UNHCR in Lebanon is in a condition where Lebanon is a country that has not ratified the 1951 Convention and the 1967 Protocol on refugees which made the UNHCR have obstacles in carrying out its role in Lebanon. This study uses the concept from Clive Archer "the role international organization" which is explained through three variables, namely instrument, arena, and actor. This research is a qualitative research using secondary data. The results of this study prove that according to the concept of an international organization owned by Clive Archer through its three role variables, UNHCR in the handling of Syrian refugees in Lebanon in 2014-2016 only carried out its role as actor and the other two roles were instruments and arenas not as international organizations.
