Abstract
Penelitian ini mengangkat tema kebijakan luar negeri dengan menggunakan studi kasus perumusan kebijakan pencabutan larangan ekspor sapi hidup Australia ke Indinesia pada tahun 2011. Penelitian ini mencoba melihat pada proses perumusan kebijakan luar negeri Australia yang berfokus pada dinamika tarik ulur kepentingan yang terjadi di dalam birokrasi negara tersebut. Keputusan sepihak Pemerintah Australia dalam menghentikan ekspor sapi hidupnya ke Indonesia pada tahun 2011 menimbulkan pro dan kontra di bagi beberapa pihak di lingkup domestik negaranya. Jenis penelitian ini bersifat deskriptif kualitatif dengan pengumpulan data melalui studi literatur serta data sekunder melalui wawancara. Melalui model pengambilan keputusan Bureaucratic Politics milik Graham T. Allison, penelitian ini membuktikan bahwa upaya perumusan suatu kebijakan luar negeri akan melibatkan lebih dari satu pihak dalam birokrasi suatu negara dimana para pejabat tinggi memiliki pengaruh besar di dalamnya. Penulis melihat keberhasilan Pemerintah Negara Bagian Western Australia dan Wilayah Northern Territory serta Brett Cattle Company dalam mempengaruhi pihak lain karena didasari penggunaan power yang dimiliki, baik berupa posisi atau jabatan.
English Abstract
This research raises the theme of foreign policy by using a case study of policy formulation of the lifting of the ban on Australian cattle exports to Indonesia in 2011. This study attempts to look at the process of Australian foreign policy formulation which was focus at negotiations on tag interests carried out in bureaucracy. The Australian Government’s unilateral decision to divert cattle exports to Indonesia in 2011 caused pros and cons on several parties within the country. This type of research is descriptive qualitative with data collection through literature studies and secondary data through interviews. Using the decision-making Bureaucratic Politics model by Graham T. Allison, this study proves that foreign formulation policies will involve more than one party in the bureaucracy in a country, where the higher officials have a large influence in it. The author sees that the success of the Government of the State of Western Australia and the Northern Territory as well as Brett Cattle Company in influencing other parties are based of the power required, which is position in government.
