Abstract
Studi kasus kualitatif ini bertujuan untuk menganalisis dinamika village governance dalam pengambilan kebijakan pengalokasian dana desa. Desa Sedayu dipilih sebagai obyek penelitian dikarenakan desa Sedayu sudah menerima dana desa yang setiap tahun meningkat, tetapi masih dalam kategori desa tertinggal dalam angka indeks desa membangun. Studi ini mendapatkan hasil dinamika village governance yang tidak sesuai dengan prinsip governance yaitu formasi dan kepengurusan yang formal dan aturan informal yang mengatur ranah publik, yaitu arena di mana negara serta ekonomi dan aktor sosial berinteraksi untuk membuat keputusan dan hasil yang didapatkan peneliti tidak adanya sinergitas antar aktor yang terjadi dalam proses pengambilan kebijakan pengalokasian dana desa yang didapatkan dominasi dari kepala desa dalam pengambilan kebijakan. Studi ini memperluas hasil temuan (Pramusinto dan Latief 2011) dalam studi sebelumnya menemukan tidak bejalan praktik governance disebabkan informalitas pembuatan kebijakan yang dilakukan oleh kalangan elit. Studi ini menemukan tidak berjalannya praktik governance disebabkan adanya dinasti politik di kalangan perangkat desa. Sehingga masyarakat tidak diberi ruang untuk memberikan aspirasi dalam pengalokasian dana desa, dan yang terjadi dana desa hanya dirasakan kebermanfaatannya oleh kalangan elit.
English Abstract
This Qualitative Case Study aims to analyze the dynamics of Village Governance in Village Funds Allocation. Sedayu Village is chosen as the object of the research because of how the village have been receiving funds that annually increasing, but still remains in the category of Undeveloped Village according to the numbers in Village Development Index. This Research found that the result of the Village Governance Dynamics is not consistent to the principle of Governance, which is consists of formal formation and management, and informal sets of rules that regulates the public sphere, which is the arena in the state and also the economics and social actors interacts to create a decision. This research also found that there is no synergy between the actors involved in the process of policy decision making, but instead there is a domination from the Headman of the Village in policy decision making. This study also inquires further the findings of Prasuminto and Latief (2011) which in the previous research has found that the cause of a not working Governance Practice is caused by the informalities in Policy making process which is conducted by the elites. Furthermore, this Study also found that the cause of a not working Governance Practice is also cause by the existence of a Political Dynasty in the village officials which causes the people not being able to give aspiration in the village funds allocation, so the benefits of the village funds remains a secret by the elites.
