Abstract
Keputusan Amerika Serikat (A.S.) pada tahun 2017, untuk mengetatkan embargo kepada Kuba mendapatkan banyak penolakan dari berbagai tingkat masyarakat. Seburuk apapun konsekuensi yang akan mengikuti setelah kebijakan diimplementasikan, tidak menghentikan presiden untuk menyetujuinya. Ada satu sisi yang menolak embargo dan satu lagi mendukung embargo. Kedua sisi ini hadir di dalam pemerintahan, dan mempengaruhi proses perumusan kebijakan. Bagaimana kedua sisi berseberangan ini mempengaruhi keputusan presiden terhadap embargo Kuba, adalah tujuan utama tulisan ini. Model Graham Allison dapat membantu membedah proses perumusan kebijakan A.S. mengetatkan embargo kepada Kuba tahun 2017. Ditemukan bahwa adanya tarik-menarik antar aktor pemerintahan untuk mempengaruhi presiden, dan mempengaruhi hasil perumusan kebijakan. Temuan ini menjelaskan bagaimana cara sebuah kebijakan yang tidak populer dapat disetujui.
English Abstract
United States of America’s (USA) decision in 2017, to tighten the embargo toward Cuba has garnered massive backlash from all levels of society. However negatives the consequences may follow after the policy implemented, did not stop the President to go through with it. There is one side who against the embargo and the other side support the embargo. These two sides, exist inside the government, and influence the decision-making process leading to the actual policy. How the two conflicting sides influence the President decision toward Cuba’s embargo, is the main goal of this writing. Graham Allison model would help disintegrate the policy making of USA decision to tighten the embargo toward Cuba in 2017. It is found that there are pulling and hauling between governmental actors to influence the president and eventually the end result of the policy making. Which explain how the policy of embargo tightening toward Cuba was agreed upon despite the lack of support from many sides.
