Abstract
Pelaksanaan Penataan Pedagang Kaki Lima merupakan strategi dari pemerintah Kota Blitar untuk mengkontrol pertumbuhan pedagang kaki lima yang tersu meningkat setiap tahunnya. Pelaksanaan kebijakan ini diatur dalam Peraturan Walikota Blitar no 43 Tahun 2018 tentang Penataan dan Pembinaan Pedagang Kaki Lima di Kota Blitar yang mengizinkan 44 ruas jalur yang diperbolehkan untuk berjualan. Pemerintah Kota Blitar terutama Dinas Perdagangan dan Perindustrian Kota Blitar dan Satpol PP menerapkan kebijakan ini sesuai dengan Peraturan Daerah yang telah ditetapkan di Kota Blitar. Fokus Penelitian ini menggunakan teori George C. Edward III yang terdapat empat variabel yaitu komunikasi, sumber daya, disposisi dan birokrasi. Jenis penelitian yang digunakan yaitu deskriptif kualitatif. Hasil dari penelitian ini sebagian telah berjalan baik di dalam pelaksanaannya. OPD sangat mendukung dengan adanya kebijakan ini. Dengan adanya Kartu ID dan Website Peka5 mampu membantu pendataan dan penyampaian informasi kepada masyarakat. Namun pada pelaksanaannya masih terdapat permasalahan yaitu kurangnya sumber daya baik itu manusia dan juga anggaran yang terbatas. Kemudian sosialisasi yang terbatas membuat beberapa pedagang kaki lima masih belum mengetahui secara detail tentang kebijakan penataan pedagang kaki lima tersebut. Masih banyak juga faktor penghambat salah satunya penolakan dari masyarakat setempat yang menolak masalah relokasi pedagang kaki lima sehingga pelaksanaan kebijakan ini belum berjalan maksimal.
English Abstract
The implementation of the Street Vendor Arrangement is a strategy from the Blitar City government to control the growth of the street vendors that are increasing every year. The implementation of this policy is regulated in the Regulations of Mayor of Blitar No. 43 of 2018 concerning the Arrangement and Development of Street Vendors in Blitar City which allows 44 lane segments to be allowed to sell. The Blitar City Government, especially the Office of Trade and Industry of the City of Blitar and the Satpol PP, implemented this policy in accordance with the Regional Regulations established in Blitar City. The focus of this study uses the theory of George C. Edward III, which has four variables, namely communication, resources, disposition and bureaucracy. The type of research used is descriptive qualitative. The results of this study have partially gone well in its implementation. OPD strongly supports this policy. With the ID Card and the Peka5 Website, it is able to help with data collection and information to the public. However, in its implementation there are still problems, namely lack of resources, both human and limited budgets. Then limited socialization made some street vendors still do not know in detail about the hawkers' policy. There are still many inhibiting factors, one of which is the refusal of the local community to reject the problem of relocation of street vendors so that the implementation of this policy has not run optimally.
