Abstract
Penelitian ini bertujuan untuk memahami faktor pendorong Georgia dalam menyepakati bilateral trade agreement dengan China dalam China Georgia Free Trade Agreement tahun 2017. Bilateral Trade Agreement sendiri merupakan perjanjian yang kini sedang marak dilakukan oleh berbagai negara-negara di dunia. Kerjasama bilateral ini dapat dilakukan oleh dua negara atau satu negara dengan satu PTA atau dua PTA maupun dengan dua BTA. Georgia merupakan salah satu negara yang menyepakati adanya BTA dengan salah satu negara terbesar di Asia yaitu China. Dengan melihat adanya perkembangan kerjasama kedua negara dalam berbagai bidang, baik itu ekonomi, infrastuktur dan investasi serta melihat adanya kenaikan ekspor terhadap produk Georgia ke pasar China. Walaupun perdagangan antara Georgia dan China ini juga setiap tahunnya mengalami defisit perdagangan yang tidak sedikit, nsmun Georgia tetap mantap untuk menyepakati adanya perjanjian perdagangan bebas dengan China dalam China Georgia Free Trade Agreement pada tahun 2017. Dalam menganalisa penelitian ini, penulis menggunakan konsep Bilateral Trade Agreement yang dicetuskan oleh Jayant Menon. Dan hasil dari penelitian ini menemukan bahwa motivasi Georgia menyepakati adanya China Georgia Free Trade Agreement pada tahun 2017 dilatar belakangi oleh dua faktor yaitu general factor dan specific factor. Dalam general factor yang paling dominan adalah faktor Disenchantment with liberalization at the multilateral level. Sedangkan dalam specific factor yang paling dominan adalah faktor economic yang terdiri dari adanya sector driven dan market creating serta faktor political disintegration.
English Abstract
This study aims to understand the driving factors of Georgia in agreeing on bilateral trade agreements with China in the 2017 China Georgia Free Trade Agreement. The Bilateral Trade Agreement itself is an agreement that is now being carried out by various countries in the world. This bilateral cooperation can be carried out by two countries or one country with one PTA or two PTAs and with two BTAs. Georgia is one of the countries that agreed to have BTA with one of the largest countries in Asia, namely China. By looking at the development of cooperation between the two countries in various fields, both the economy, infrastructure and investment and seeing an increase in exports of Georgian products to the Chinese market. Although this trade between Georgia and China also experiences a small trade deficit every year, however, Georgia remains steady to agree to a free trade agreement with China in the China Georgia Free Trade Agreement in 2017. In analyzing this research, the author uses the concept of Bilateral Trade Agreement which was coined by Jayant Menon. And the results of this study found that Georgia's motivation to agree on the China Georgia Free Trade Agreement in 2017 was motivated by two factors, namely general factor and specific factor. In the general factor, the most dominant factor is Disenchantment with liberalization at the multilateral level. While the most dominant specific factors are economic factors which consist of the existence of sector driven and market creating and political disintegration factors.
