Abstract

Permasalahan narkoba saat ini telah menjadi isu yang sangat meresahkan pada setiap negara. Terlebih pada permasalahan mengenai dengan dikeluarkannya kebijakan vonis hukuman mati bagi terpidana narkoba menjadi peolemik dan isu negara sebagai sorotan. Perbedaan kebijakan disetiap negara adalah bentuk dari pemberantasan permasalahan narkoba saat ini penelitian ini menelaah peran seorang Public Relations International Pada Diretorat Jenderal Konsuler “Studi Kualitatif Deskriptif pada Direktorat Jenderal Konsuler Indonesia “pasca” Eksekusi hukuman Mati Warga Negeara Asing Australia di Indonesia”. Terkait peran yang dijalankan tersebut penelitian ini melihat apa saja dan bagaimana peranan Public Relations International yang dijalankan pasca eksekusi hukuman mati, serta bagaimana hubungan kedua negara tersebut dalam menjalin komuniasi. Dikarenakan pada beberapa factor yang terjadi terdapat penolakkan atas negara Australia yang merasa tidak terima dan kecewa terkait penetapan adanya hukuman mati pada warga negara Australia tersebut. Sebagai unsur penting, peran Public Relations International berfungsi sebagai tempat keluar dan masuknya berbagai informasi dari dan untuk masyarakat. Penelitian ini dilakukan untuk mencari peran Public Relations International dalam Diretorat Jenderal Konsuler, Kementerian Luar Negeri. Penelitian ini bertujuan untuk mengetahui peran Public Relations International yang merangkap sebagai diplomat dalam memberikan informasi kepada kolega dan masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus deskriptif, teknik pengumpulan data melalui wawancara mendalam dengan pemilihan informan secara purposif. Hasil penelitian menunjukkan bahwa peran Public Relations International pada Diretorat Jenderal Konsuler, Kementerian Luar Negeri cukup masimal dalam melaksanakan tugasnya. Peran yang dijalankan bisa dikatakan sebagai “fasilitator komunikasi” dimana para pelaku bertugas sebagai seseorang yang menjembatani adanya komunikasi antara negaranya dengan negara lain sebagai media atau penengah bila ada miss communication.

English Abstract

Current drug problems have become a very troubling issue in every country. The problem with the issue of the conviction of death penalty sentences for drug convicts has become the issue and state issues in the spotlight. The difference in policy in each country is a form of eradication of drug problems. This research examines the role of an International Public Relations at the Consular General Director "Descriptive Qualitative Study of the Indonesian Consular Directorate General" after "Execution of Death of Foreigners in Australia". Related to the role that was carried out, this study looked at what and how the role of Public Relations International which was carried out after the execution of the death penalty, as well as how the relations between the two countries in establishing communication. Because on several factors there is a rejection of the Australian state that feels unacceptable and disappointed regarding the determination of the death penalty on the Australian citizen. As an important element, the role of the Public Relations International functions as a place of exit and entry of various information from and for the community. This research was conducted to look for the role of the International Relations in the Director General of Consular Affairs, the Ministry of Foreign Affairs. This study aims to determine the role of Public Relations International who also serves as a diplomat in providing information to colleagues and society. This study uses a qualitative approach with descriptive case study methods, techniques of data collection through in-depth interviews with the selection of informants purposively. The results of the study indicate that the role of the Public Relations International at the Consular General Director, the Ministry of Foreign Affairs is quite optimal in carrying out their duties. The role that can be carried out can be said as a "communication facilitator" where the perpetrators serve as someone who bridges the communication between his country and other countries as a media or mediator if there is miss communication.
