Abstract
Isu penangkapan ikan Illegal, Unreported, and Unregulated Fishing (IUUF) telah meresahkan negara-negara di Asia Tenggara, terutama Indonesia. Gagalnya rezim-rezim di tingkat global dan domestik menyemangati mereka untuk membentuk rezim baru di tingkat kawasan. Berawal dari inisiasi Indonesia, terbentuklah rezim IUUF pertama di kawasan Asia Tenggara, Regional Plan of Action to Promote Responsible Fishing Practices including Combating Illegal, Unreported, and Unregulated Fishing in the Region (RPOA-IUU). Penulis menganalisis rezim tersebut dengan menggunakan konsep efektivitas rezim oleh Arild Underdal. Hasil menunjukkan bahwa RPOA-IUU tidak efektif dalam mengatasi ancaman IUUF Indonesia tahun 2014-2017. Rezim tersebut memiliki tingkat kerumitan masalah yang tinggi dan kapasitas yang jauh dari ideal. Munculnya perubahan tindakan yang dilakukan Indonesia tidak murni disebabkan oleh RPOA-IUU. Melainkan, Indonesia memiliki kepentingan dan keinginan yang besar untuk memberantas praktek IUUF. Selain itu, technical optimum memang telah muncul, namun masih perlu untuk ditingkatkan.
English Abstract
The issue of Illegal, Unreported, and Unregulated Fishing (IUUF) has been an unsettling issue for states in Southeast Asia, especially Indonesia. The failure of global and domestic regimes encouraged them to create a new regime at the regional level. Starting from the initiation of Indonesia and Australia, the first maritime security regime in Southeast Asia, Regional Plan of Action to Promote Responsible Fishing Practices including Combating Illegal, Unreported, and Unregulated Fishing in the Region (RPOA-IUU) is established. The author analyzed the regime using regime effectiveness theory by Arild Underdal. The result shows that RPOA-IUU is not effective in combating Indonesian IUUF threat in 2014-2017. The regime has a high level of problem malignancy and capacity that is far from ideal. The emergence of behavioral change taken by Indonesia is not purely caused by RPOA-IUU. Rather, Indonesia has interests and big desires to combat the practice of IUUF. In addition, technical optimum has indeed emerged but still needs to be improved.
