Abstract

Perjanjian perdagangan internasional dapat dilakukan antara dua negara (bilateral trade agreements) dan juga lebih dari dua negara (multilateral/plurilateral trade agreements). Perjanjian perdagangan internasional biasanya dilakukan oleh negara untuk mempermudah aktifitas perdagangan dengan negara lainnya dengan mengurangi bahkan menghampus hambatan-hambatan dalam perdagangan. Jepang dan Mongolia membentuk perjanjian perdagangan bilateral dalam Japan-Mongolia Economic Partnership Agreement Tahun 2015. Mongolia sendiri terlihat kurang strategis dibandingkan dengan negara-negara tetangga Jepang seperti Tiongkok, Korea Selatan, Kazakhstan, Rusia dan lainnya. Hal ini dikarenakan keadaan ekonomi Mongolia yang kurang begitu baik terutama soal iklim investasi dan kemudahan dalam menjalankan bisnis. Jepang sendiri juga kurang aktif dalam menjalin BTA dengan negara-negara di kawasannya dan kemudian Mongolia menjadi negara pertama di kawasan tersebut yang memiliki BTA dengan Jepang. Tujuan penelitian ini adalah untuk mengetahui faktor-faktor apa saja yang mendorong Jepang menandatangani BTA dengan Mongolia dalam Japan-Mongolia Economic Partnership Agreement Tahun 2015.

English Abstract

International trade agreements can be made between two countries (bilateral trade agreements) and also more than two countries (multilateral / plurilateral trade agreements). International trade agreements are usually carried out by the state to facilitate trade activities with other countries by reducing and even overcoming obstacles in trade. Japan and Mongolia formed a bilateral trade agreement in the Japan-Mongolia Economic Partnership Agreement in 2015. Mongolia itself looks less strategic compared to neighboring Japan such as China, South Korea, Kazakhstan, Russia and others. This is because Mongolia's economic situation is not very good, especially regarding the investment climate and ease of doing business. Japan itself is also less active in establishing BTA with countries in the region and then Mongolia became the first country in the region to have BTA with Japan. The purpose of this study was to find out what factors were driving Japan to sign a BTA with Mongolia in the 2015 Japan-Mongolia Economic Partnership Agreement.
