Abstract

Skripsi ini akan menganalisa peran United Nations High Commssioner for Refugees dalam menangani pengungsi Sudan Selatan di Uganda pada tahun 2013-2017. Peningkatan pengungsi Sudan Selatan yang masuk ke Uganda disebabkan adanya konflik berkepanjangan yang terjadi di Sudan Selatan sejak tahun 2013. Konflik tersebut terjadi karena adanya perebutan kekuasaan antara Presiden Salva Kiir dan Wakil Presiden Riek Machar. Fokus penelitian skripsi ini yaitu peran UNHCR sebagai organisasi internasional, dimana peran tersebut dibagi menjadi tiga variabel yaitu Instrumen, Arena dan Aktor. Variabel tersebut akan menjadi alat analisa penelitian ini untuk menganalisa peran UNHCR dalam menangani pengungsi Sudan Selatan di Uganda. Sebagai organisasi internasional yang menangani pngungsi, UNHCR memiliki program yaitu Regional Refugee Response Plan South Sudan yang berisi respon dan rencana UNHCR dalam menangani pengungsi Sudan Selatan di negara tujuan termasuk Uganda. Dalam penelitian ini, penulis menggunakan metode penelitian deksriptif untuk menggambarkan peran UNHCR dalam menangani pengungsi Sudan Selatan di Uganda.

English Abstract

This research will analyze the role of United Nations High Commissioner for Refugee to tackle South Sudan refugees in Uganda in 2013-2017. The increasing number of refugees caused by prolonged conflict in South Sudan since 2013. The conflict occured because of a power struggle between President Salva Kiir and Vice President Riek Machar. This research will be focusing on the role of UNHCR as an international organization, in which the role will be devided into three variable, those are Instrument, Arena and Actor. Those variable will be a tool to analyze the role of UNHCR to tackle South Sudan Refugees in Uganda. As international organization, UNHCR has a programe called Regional Refugee Response Plan South Sudan which contain UNHCR’s responses and plans in host countries, including Uganda. In this research, author use descriptive qualitative as a methode to describe the role of UNHCR to tackle South Sudan Refugees in Uganda.
