Abstract
Pemutusan hubungan diplomatik dengan Qatar merupakan sebuah langkah mengejutkan yang diambil oleh Arab Saudi pada tahun 2017. Hubungan diplomatik antara kedua negara sebelumnya berlangsung cukup dinamis dan tidak pernah sampai pada pemutusan hubungan diplomatik. Langkah-langkah yang diambil oleh Qatar juga langkah-langkah yang pro-Saudi. Penelitian ini merupakan analisis terhadap kebijakan pemutusan hubungan diplomatik Arab Saudi dengan Qatar pada tahun 2017 dengan metode penelitian kualitatif eksplanatif. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan Arab Saudi melakukan pemutusan hubungan diplomatik terhadap Qatar menggunakan teori decision making process Charles W. Kegley. Faktor-faktor global condition, actor’s internal characcteristic, dan leader (input) menjadi faktor yang diteliti untuk menjawab pertanyaan mengapa Arab Saudi melakukan pemutusan hubungan diplomatik dengan Qatar (output). Dari analisis yang penulis lakukan ditemukan bahwa faktor karakteristik internal Arab Saudi terutama pada tipe pemerintahannya dimana suatu kebijakan diputuskan serta faktor dari pemimpin sangat mempengaruhi dalam membentuk kebijakan luar negeri Arab Saudi untuk memutus hubungan diplomatik dengan Qatar pada tahun 2017.
English Abstract
The Severance of diplomatic relations with Qatar is a step taken by Saudi Arabia in 2017. Diplomatic relations of the two countries previously quite dynamic and never reached into severance of diplomatic relations. Steps taken by Qatar are also pro-Saudi measures. This study is an analysis of the policy of Saudi Arabia’s diplomatic relations severance with Qatar in 2017 with an explanatory qualitative research method. This study attempted to analyze the factors that caused Saudi Arabia to sever diplomatic relations with Qatar using the theory of the decision making process of Charles W. Kegley. Global conditons, actor’s internal characteristics, and leader (input) are factors studied to answer the question of why Saudi Arabia has severed the diplomatic relations with Qatar (output). Author found from the analysis that the internal characteristics of Saudi Arabia, especially in the type of the government where a policy was decided and the factors of the leader greatly influence in shaping Saudi Arabia’s foreign policy to sever the diplomatic relations with Qatar in 2017
