Abstract
Kota Malang merupakan salah satu kota dengan jumlah penduduk terbesar di Jawa Timur. Kepadatan tersebut dilatarbelakangi oleh faktor dimana Kota Malang memiliki banyaknya jumlah kampus, potensi wisata dan peluang kerja. Namun di sisi lain, dampak yang diberikan dengan adanya bangunan kampus, perhotelan, perumahan, pusat perbelanjaan dan akan mengurangi potensi lahan Ruang Terbuka Hijau (RTH). Padahal menurut aturan hukum, setiap daerah harus memenuhi kebutuhan RTH sebesar 30%, dimana kebutuhan 20% untuk publik dan 10% untuk privat. Upaya tersebut terus dilakukan oleh Pemerintah Kota Malang, sehingga menggandeng swasta dalam melibatkan pengelolaa RTH. Penelitian membahas tentang Collaborative Governance dalam pengelolaan Ruang Terbuka Hijau (RTH) di Kota Malang. Metode penelitian yang digunakan ialah deskriptif kualitatif. Kemudian teori yang digunakan adalah Collaborative Governance dengan indikator tiga tahapan proses collaborative governance; Fase Mendengarkan, Fase Dialog, dan Fase Pilihan. Selanjutnya setelah dianalisis melalui tiga tahapan tersebut, penulis juga mencermati kriteria keberhasilan collaborative governance sebagai hasil akhir penelitian. Hasil penelitian menggambarkan bahwa kolaborasi antar ketiga aktor dalam proses perencanaan RTH belum berjalan dengan baik, namun dalam Collaborative Governance telah sesuai dengan kriteria keberhasilan.
English Abstract
Malang City is one of the cities with the largest population in East Java. The density is motivated by factors where Malang City has a large number of campuses, tourism potential and job opportunities. But on the other hand, the impact provided by the existence of campus buildings, hotels, housing, shopping centers and will reduce the potential for green open space (RTH). In fact, according to legal regulations, each region must meet RTH needs of 30%, of which 20% is needed for the public and 10% for private. The effort continues to be carried out by the City Government of Malang, so that it cooperates with the private sector in involving the management of green open space. The study discusses Collaborative Governance in the management of Green Open Space (RTH) in Malang City. The research method used is qualitative descriptive. Then the theory used is Collaborative Governance with indicators of three stages of collaborative governance processes; Identifying Obstacles and Opportunities, Debating Strategies For Influence, and Planning Collaborative Actions. Furthermore, after being analyzed through these three stages, the author also looks at the success criteria of collaborative governance as the final result of the study. The results of the study illustrate that collaboration between the three actors in the open green planning process has not gone well, but in Collaborative Governance it has met the criteria of success.
