Abstract

Evaluasi Kebijakan merupakan suatu proses kegiatan menilai sejauh mana keberhasilan kebijakan yang akan dicapai dalam waktu tertentu dengan berfokus pada hasil-hasil dan akibat dari implementasi kebijakan. Kebijakan Open Government Partnership (OGP) adalah kebijakan yang berkenaan dengan implementasi pemerintahan terbuka dimana dalam proses pemerintahan terbuka terdapat prinsip-prinsip yang harus dimiliki oleh sebuah pemerintah. Sebagaimana yang diungkapkan oleh Open Government Indonesia (OGI) prinsip dari pemerintah daerah yang terbuka yaitu transparansi, akuntabilitas, partisipasi publik serta inovasi dan teknologi. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kabupaten Bojonegoro, sedangkan situsnya berada di Dinas Komunikasi dan Informatika Kabupaten Bojonegoro. Sumber data primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan sumber data sekunder diperoleh dari dokumen-dokumen yang berhubungan dengan topic penelitian. Teknik pengumpulan data melalui wawancaraobservasi dan analisis dokumentasi. Sedangkan instrument penelitiannya adalah peneliti sendiri dan beberapa alat penunjang seperti pedoman wawancara dan alat rekam lainnya. Hasil penelitian menunjukkan bahwa evaluasi kebijakan Open Government Partnership di Kabupaten Bojonegoro pada tahun 2017 yaitu (1) Pada prinsip transparansi Kabupaten Bojonegoro memiliki nilai transparansi yang cukup baik; (2) Pada prinsip akuntabilitas Kabupaten Bojonegoro masih belum cukup baik dalam implementasinya; (3) Pada prinsip partisipasi publik, Kabupaten Bojonegoro memiliki derajat partisipasi yang cukup tinggi yaitu mencapai pada serajat kendali warga; (4) Pada prinsip inovasi dan teknologi dalam hal ini Kabupaten Bojonegoro telah menggunakan banyak inovasi teknologi dalam mencapai keterbukaan pemerintahan. Sedangkan terdapat beberapa masukan dalam penyelesaian masalah yaitu (1) secara normatif; (2) secara partisipatif; (3) Peningkatan komitmen bersama antara pemerintah daerah dengan pemerintah desa.

English Abstract

Policy evaluation is a process of assessing the extent to which the success of the policy to be achieved within a certain time by focusing on the results and consequences of policy implementation. Open Government Partnership (OGP) Policy is a policy concerning the implementation of open government where in the process of open government there are principles that must be owned by a government. As expressed by Open Government Indonesia (OGI) the principle of open local government is transparency, accountability, public participation and innovation and technology. This research uses descriptive research type with qualitative approach located in Bojonegoro regency, while its site is in Dinas Komunikasi dan Informatika of Bojonegoro regency. Primary data sources were obtained from several interviews from related informants, while secondary data sources were obtained from documents relating to the research topic. Data collection techniques through interviews and documentation analysis. While the research instrument is the researcher himself and some supporting tools such as interview guides and other recording devices. The results show that the evaluation of Open Government Partnership policy in Bojonegoro regency in 2017 is (1) On the principle of transparency Bojonegoro regency has a good enough transparency value; (2) In Bojonegoro regency accountability principle still not good enough in its implementation; (3) On the principle of public participation, Bojonegoro regency has a fairly high degree of participation that reaches on the level of citizen control; (4) On the principle of innovation and technology in this case Bojonegoro regency has used many technological innovations in achieving government openness. While there are some input in problem solving that is (1) normatively; (2) in a participatory manner; (3) Increasing joint commitment between local government and village government.
