Abstract

Penelitian ini mengenai Implementasi Pelayanan Administrasi Terpadu (PATEN) dalam Mewujudkan Good Local Governance di Kecamatan Lowokwaru Kota Malang.PATEN berguna mewujudkan pusat pelayanan masyarakat di Kecamatan serta menjadi simpul pelayanan bagi badan atau Kantor Pelayanan Terpadu Satu Pintu (PTSP) di kabupaten atau Kota berdasarkan letak dan kondisi geografis daerah agar pelayanan lebih efektif dan efisien. Landasan teori dalam penelitian ini menggunakan teori kebijakan dan model-model implementasi kebijakan yaitu teori Edward III meliputi faktor komunikasi, sumberdaya, disposisi dan struktur organisasi. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif.Sumber data yang di gunakan adalah data primer dan sekunder.Teknik pengumpulan data menggunakan wawancara, observasi, dan juga dokumentasi.Analisis data menggunakan Miles Huberman & Saldana (2014). Berdasarkan hasil analisis data dari dua rumusan masalah yang ditetapkan, menunjukan bahwa Implementasi kebijakan pelayanan administrasi terpadu (PATEN) di Kecamatan Lowokwaru Kota Malang dipengaruhi oleh beberapa faktor yaitu faktor komunikasi, pelaksanaan PATEN disosialisasikan oleh pemerintah Kota Malang kepada kecamatan, kemudian kecamatan mensosialisasikan PATEN kepada masyarakat melalui media poster, stand banner, website dan media sosial, faktor sumberdaya yang meliputi sumberdaya manusia dari segi jumlah dan kualitasnya cukup sedangkan sumberdaya anggaran berasal dari APBD dan sumberdaya peralatan kantor, Faktor disposisi, pegawai kecamatan sudah memiliki sikap yang ramah, sopan, memiliki semangat melayani dan memberikan pelayanan sesuai SOP dan faktor struktur organisasi PATEN di Kecamatan Lowokwaru memiliki struktur organisasi yang ramping sehingga memudahkan dan mempercepat proses pelayanan. Hasil dari Implementasi PATEN di Kecamatan Lowokwaru bisa dilihat dari beberapa aspek yaitu : prosedur pelayanan, pelaksanaan PATEN sudah memiliki prosedur yang sederhana, jelas dan mudah dipahami untuk setiap jenis pelayanan, aspek waktu pelayanan, pelaksanaan PATEN masih tergolong lama karena rata-rata masih memakan waktu 30-60 menit bahkan satu hari, aspek biaya pelayanan PATEN, sebagian besar jenis pelayanan gratis dan ada beberapa jenis pelayanan yang dikenai biaya seperti pelayanan kependudukan, aspek Sarana dan prasarana sudah memiliki sarana dan prasarana yang cukup lengkap mulai dari peralatan kantor dan ruang tunggu pelayanan aspek Kompetensi petugas, Kecamatan Lowokwaru sudah memiliki petugas yang handal dan memiliki kualitas yang mumpuni meskipun ada beberapa petugas yang belum mengusai teknologi informasi. Kesimpulan dari penelitian ini yaitu bahwa Implementasi pelayanan administrasi terpadu (PATEN) di Kecamatan Lowokwaru Kota Malang dipengaruhi oleh beberapa faktor yaitu faktor komunikasi, sumberdaya, disposisi aktor dan struktur organisasi sedangka hasil dari Implementasi Pelayanan Administrasi Terpadu (PATEN) yaitu prosedur yang semakin sederhana dan jelas, waktu pelayanan sedang, biaya pelayanan gratis meskipun ada beberapa yang di kenai biaya, sarana dan prasarana yang cukup dan komptensi petugas yang berkualitas.

English Abstract

This research is about Implementation of Integrated Administration Service (PATEN) in Achieving Good Local Governance in Lowokwaru District, Malang City. PATEN is useful to realize the community service center in district as well as serve as a service node for the One Stop Service (PTSP) agency or service office in the district or city based on the location and geographical condition of the area in order to be more effective and efficient. Theoretical basis in this study using policy theory and implementation models of Edward III theory include communication factors, resources, disposition and organizational structure. This research uses descriptive research with qualitative approach. Sources of data are primary and secondary data. Data collection techniques used interviews, observation, and documentation. Data analysis using Miles, Huberman, & Saldana (2014).Based on the results data analysis of two formulation problem, showed that the implementation of policy integrated administrative services (PATEN) in Lowokwaru District, Malang City affected by several factors. It form communication factors, the implementation of PATEN socialized by the government of Malang to the subdistrict, then subdistrict socialize PATEN to the community through media poster, banner stand, website and social media, resource factor covering human resources in terms of quantity and quality enough while budget resources come from APBD and resource of office equipment, disposition factor, subdistrict officer have attitude friendly, polite, serve and provide services according to SOP and organizational structure factors PATEN in Lowokwaru District has a lean organizational structure so as to facilitate and accelerate the service process. The results of PATEN Implementation in Lowokwaru District can be seen from several aspects, namely: service procedures, PATEN implementation has a simple procedure, clear and easy to understand for each type of service, service time aspect, PATEN implementation is still long because the average is still time consuming 30-60 minutes or even one day, the cost of PATEN services, most types of services free and there are several types of services that are charged such as demography services, facilities and infrastructure already have facilities and infrastructure that is complete from office equipment and waiting room service aspects Competency officers, Lowokwaru District already has a reliable officer and has a qualified qualities even though there are some officers who have not menggai information technology. The conclusion of this research are the implementation of the policy of integrated administrative service (PATEN) in Lowokwaru District Malang is influenced by several factors: communication factor, resource, actor disposition and organizational structure as the result of Implementation of Integrated Administration Service (PATEN) clear, medium service time, free service charge although there are some who pay, adequate facilities and infrastructure and the competence of qualified personnel.
