Abstract
Pemerintah dapat mengambil langkah meningkatkan pelayanan publik melalui penyelenggaraan pemerintah dengan menggunakan keuangan negara yang dibelanjakan melalui proses pengadaan barang dan jasa pemerintah. Penelitian ini bertujuan untuk mengetahui efektivitas penerapan sistem informasi pengadaan barang dan jasa pada kantor LPSE Kabupaten Sumenep, dan untuk menganalisis faktor penghambat serta faktor pendukung dari penerapan sistem informasi pengadaan barang dan jasa berbasis teknologi informasi pada kantor LPSE Kabupaten Sumenep. Penelitian ini dilakukan di Kantor LPSE Kabupaten Sumenep yang berlokasi di jalan Dr. Cipto No. 33 Kabupaten Sumenep. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data primer dan data sekunder yang diperoleh dari metode pengumpulan data berupa observasi, wawancara dan dokumentasi. Berdasarkan penelitian yang telah dilakukan, diperoleh hasil bahwa efektivitas penerapan sistem informasi pengadaan barang dan jasa pada LPSE Kabupaten Sumenep telah mengalami perkembangan yang cukup baik. Dalam penerapan sistem informasi pengadaan barang dan jasa pada kantor LPSE Kabupaten Sumenep terdapat faktor penghambat dan faktor pendukung yang perlu diperhatikan. Indikator efektivitas sistem informasi pengadaan barang dan jasa yang telah dicapai oleh Kantor LPSE Kabupaten Sumenep setelah menerapkan sistem informasi berbasis teknologi yaitu berupa keamanan data, tingkat kemampuan sistem dalam mengatasi illegal acces dan kerusakan pada sistem, kecepatan dan ketepatan informasi dalam pemakaian sistem, tingkat pencatatan dan perhitungan informasi, kelengkapan isi informasi yang dihasilkan sistem, relevansi yang menunjukan kesesuai dan manfaat laporan yang dihasilkan, ketercapain sistem sesuai dengan tujuan dibentuknya lembaga kebijakan pengadaan barang dan jasa. Penulis memberikan saran perlunya penambahan bandwidth untuk mencegah apabila akses ke situs LPSE Kabupaten Sumenep mengalami kesulitan (traffic jam) dan meningkatkan versi aplikasi SPSE ke versi 4.2 untuk akses yang lebih optimal., perlunya penugasan pegawai LPSE Sumenep untuk mengikuti Management Training Administrasi System yang diselengarakan oleh LKPP.
English Abstract
The government could taking a step improve public service with the implementation of the government by using the exchequer spent through a process government goods and services procurement. This reseach aims to now effectiveness system information implementation procurement goods and services in LPSE offices Sumenep regency, to now to analyze obstacle factors and supporting factors from implementation system information procurement goods and services based on technology information office LPSE Sumenep. This research did in LPSE Office of Sumenep Regency, That is located in at Dr. Cipto No. 33 Sumenep Regency. The care of this research that is used is descriptive research by qualitative approach. The Sources of data that is used is primary data and secondary data which is got from collecting data methods that is observation, interview and documentation. This on research that has been done, the results obtained that effectiveness implementation of information systems procurement goods and services at LPSE office Sumenep Regency has experienced a fairly good development. In the application of information systems procurement of goods and services at LPSE offices Sumenep Regency there are inhibiting factors and supporting factors to note. Indicators of effectiveness of information system of procurement of goods and services that have been achieved by LPSE Office of Sumenep Regency after applying technology based information system that is in the form of data security, system capability in overcoming illegal acces and damage to system, speed and accuracy of information in system usage, calculation of information, completeness of information content generated by the system, the relevance indicating the conformity and benefits of the resulting report, ketercapain system in accordance with the objectives of the establishment of the procurement policy of goods and services. Writer give advice the need for the addition of the bandwidth to prevent access to the site when lpse kabupaten sumenep experienced difficulty ( traffic hours ) and increase the program version spse 4.2 to access to private . The assignment, the need to employees lpse sumenep to follow management training administration system which diselengarakan by LKPP.
