Abstract

Pelayanan Terpadu Satu Pintu (PTSP) merupakan suatu program kebijakan berdasarkan instruksi Kementerian Dalam Negeri Republik Indonesia. Program ini bertujuan untuk meningkatkan penyelenggaraan pelayanan publik melalui peran pemerintah daerah provinsi, kabupaten/kota sebagai pusat pemberian pelayanan kepada masyarakat. Implementasi program kebijakan PTSP diatur berdasarkan instruksi Peraturan Menteri Dalam Negeri Nomor 138 Tahun 2017 Tentang Penyelenggaraan Pelayanan Terpadu Satu Pintu Daerah. Program PTSP harus dilaksanakan di seluruh daerah provinsi, kabupaten/kota, salah satunya yaitu Kota Malang. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Malang mengatur 2 (dua) jenis pelayanan yaitu pelayanan perizinan dan pelayanan non perizinan. Pelayanan perizinan salah satunya yaitu izin mendirikan bangunan (IMB). Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif menggunakan beberapa teori yaitu administrasi publikk, pemerintah daerah, pelayanan publik, kebijakan publik, implementasi program, perizinan, dan izin mendirikan bangunan. Fokus penelitian yaitu implementasi pelayanan terpadu satu pintu dalam pelayanan izin mendirikan bangunan dengan menggunakan teori implementasi program dari Charles O Jones meliputi 3 (tiga) aspek, yaitu aspek organisasi, aspek interpretasi, dan aspek aplikasi serta faktor-faktor yang mempengaruhi. Hasil penelitian ini menunjukkan bahwa implementasi pelayanan terpadu satu pintu dalam pelayanan izin mendirikan bangunan di DPMPTSP Kota Malang dengan menggunakan teori dari Charles O Jones sudah cukup baik. Dilihat dari aspek organisasi yaitu pengelolaan organisasi dengan pembagian kerja dan pegawai yang berkompeten. Aspek interpretasi, dimana sarana dan prasarana sudah menunjang kegiatan pelayanan serta diadakannya sosialisasi terkait pelayanan yang diberikan DPMPTSP Kota Malang. Aspek aplikasi pemrosesan dan penyelesaian surat terbit izin dan biaya retribusi izin mendirikan bangunan. Namun, dalam pengelolaan organisasi belum dioptimal dikarenakan keterbatasan sumber daya manusia. Dalam aspek aplikasi, penerbitan surat izin mendirikan bangunan belum sesuai dengan Standar Operasional Prosedur (SOP), yaitu melebihi dari 4 (empat) hari kerja. Masyarakat juga masih banyak yang menggunakan jasa perantara (calo) agar lebih cepat dan lebih mudah.

English Abstract

One Stop Integrated Service (PTSP) is a policy program based on the instruction of the Ministry of Home Affairs of the Republic of Indonesia. The program aims to improve the delivery of public services through the role of provincial, district / municipal governments as the center of service delivery to the community. Implementation of the PTSP policy program is regulated based on the instruction of the Minister of Home Affairs Regulation No. 138 of 2017 on the Implementation of One Stop Regional Integrated Service. PTSP programs must be implemented in all provinces, districts / cities, one of them is Malang. One Stop Service and One Stop Service (DPMPTSP) of Malang City shall arrange 2 (two) types of services namely licensing service and non-licensing service. One of the licensing services is building permit (IMB). This research is descriptive research with qualitative approach using some theory that is public administration, local government, public service, public policy, program implementation, permit, and building permit. The focus of the research is the implementation of one-stop integrated service in building permit service using program implementation theory from Charles O Jones covering 3 (three) aspects, that is organization aspect, interpretation aspect, and application aspect and influencing factors. The results of this study indicate that implementation of one-stop integrated service in building permit service in DPMPTSP Malang by using theory from Charles O Jones is good enough. Viewed from the organizational aspect of organizational management with the division of labor and competent employees. Aspects of interpretation, where facilities and infrastructure have been supporting the service activities and the holding of socialization related services provided DPMPTSP Malang. Aspects of application processing and completion of permit issued letters and fees for building permits. However, in organizational management has not been optimized due to limited human resources. In the aspect of application, the issuance of building permit letter is not in accordance with Standard Operating Procedure (SOP), which is more than 4 (four) working days. People are still many who use the services of intermediaries (brokers) to make it faster and easier.
