Today, the information system used focuses on computer-based information systems (computer-based information systems). Expectations to be gained here is that with the use of information technology, especially computers, the information produced can be more accurate, quality, and timely so as to be more effective and more efficient.Because it is increasingly realized that the importance of information technology in a government agency. The development of information technology now requires a government agency to follow it so that all activities will be done will be faster, time saving and accurate so that the goal to be achieved more easily realized. Information technology concerning the usefulness of computers in a government service is needed to facilitate an office work and is expected to improve employee performance. Office equipment is very helpful achievement of these goals, therefore must be supported by human resources that can apply computer information technology. This type of research were selected because researchers want to gain an overview of the extent to which the implementation of the training competence of personnel resources so that it can evaluate the training program. As it is known that the qualitative research approach used to describe human life and limited cases, is imposible, but deep (in depth) and total or comprehensive (holistic). This study used a descriptive study with qualitative approach with a view to understand the phenomenon of what is experienced by the subjects, such as behavior, perception, motivation, action and others, by way of description in the form of words and language in the context of a specially natural and with utilizing a variety of natural methods The research results showed that: I . The Implementation of Basic Computer Training in Malang Government is quite well, it can be seen from some evaluation points that have been described in the previous chapter. 2. The report quality of the implementation is not good enough, it can be seen in the first chapter that is less complete of legal basis for the implementation of the training, which is Government Regulation Number 101 Year 2000 on education and training of government employee position and Head of State Administration Agency Regulation Number 13 Year 2011 on implementation Technical and functional training general guidelines. Also, the lack of explanation on the report, as well as the number of attachments that should not to be included in the report. However, many attachments should be included but not included such as MOU between Local Personnel Agency and STIKI etc. This should become the particular concern where in the process of preparing the report before it is submitted to the financial section first in check by the head of the field concerned. The number of deficiencies in the report produced is feared to have an impact on the implementation of the training that is not in accordance with existing regulations. 3. There are no post test, pre test on the implementation of this basic computer training. So there is no clear benchmark to know the training evaluation that has been done. Finally, the suggestions are There is a review in the preparation of training reports on the implementation, so that the resulting report is in accordance with the existing basis legal. The appendix to the implementation report also needs to be completed so that the explanation of the report can be seen clearly. This also minimizes the shortcomings during the training • • the resulting report.
