Abstract
Pendidikan merupakan kebutuhan setiap manusia yang wajib untuk dipenuhi. Permendiknas No. 70 Tahun 2009 Tentang Pendidikan Inklusif Bagi Peserta Didik yang Memiliki Kelainan dan Memiliki Potensi Kecerdasan dan/atau Bakat Istimewa. Hal ini dapat dilihat dari hak-hak penyandang difabilitas yang seharusnya terpenuhi tetapi terabaikan oleh pemerintah. Saat ini keberadaan penyandang difabilitas masih dianggap sebelah mata, baik oleh pemerintah maupun masyarakat. Pada wilayah Kota Kediri sendiri penyandang difabilitas pun seringkali dilewatkan terutama pada aspek pendidikan. Fakta yang peneliti temukan di Kota Kediri yaitu standarisasi sarana dan prasarana dalam pengelolaan dan pembukaan pendidikan inklusif di sekolah reguler, keterbatasan aksesibilitas bagi anak berkebutuhan khusus (ABK) dalam mendapatkan pendidikan, rendahnya pemahaman dari tenaga pendidik di sekolah reguler mengenai anak berkebutuhan khusus (ABK) dan sistem pendidikan inklusif, tidak adanya keberadaan guru pendamping khusus (GPK) dengan lulusan Pendidikan Luar Biasa yang terdapat di sekolah inklusif. Penelitian ini mengkaji tentang “Implementasi Peraturan Gubernur Jawa Timur Nomor 6 Tahun 2011 Tentang Penyelenggaraan Pendidikan Inklusif Provinsi Jawa Timur (Studi pada Sekolah Inklusif di Kota Kediri).” Pendekatan penelitian ini adalah deskriptif kualitatif. Data dalam penelitian ini terdiri dari data primer yang diperoleh dari hasil wawancara dan data sekunder diperoleh dari dokumentasi, arsip-arsip, literatur, dan buku yang berkaitan dengan fokus penelitian. Teknik pegumpulan data yang digunakan berupa wawancara, observasi, dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara maupun alat penunjang lainnya. Teknik analisis data dilakukan melalui proses pengumpulan data, penyajian data, dan penarikan kesimpulan. Penelitian ini dilakukan untuk mendeskripsikan implementasi kebijakan pendidikan inklusif di Kota Kediri. Hasil dari penelitian ini menunjukkan bahwa Implementasi Kebijakan Pendidikan Inklusif di Kota Kediri belum dilaksanakan secara optimal karena masih terdapat banyaknya hambatan dan kendala, baik pada sekolah inklusif maupun pemerintah Kota Kediri. Oleh karena itu diperlukan usaha yang maksimal dalam menyelenggarakan pendidikan inklusif dengan kerjasama dan koordinasi yang baik antar berbagai institusi dan lembaga pelaksana kebijakan.
English Abstract
Education is a necessity for every human being that must be fulfilled. Permendiknas No. 70 of 2009 concerning Inclusive Education for Students Who Have Disabilities and Have Potential Intelligence and / or Special Talents. This can be seen from the rights of persons with disabilities that should be fulfilled but neglected by the government. At present the existence of persons with disabilities is still considered one eye, both by the government and society. In the City of Kediri itself, persons with disabilities are often overlooked especially in the aspect of education. The fact that researchers found in the City of Kediri was standardization of facilities and infrastructure in the management and opening of inclusive education in regular schools, limited accessibility for children with special needs (ABK) in getting education, low understanding of educators in regular schools regarding children with special needs (ABK) and an inclusive education system, the absence of special assisting teachers (GPK) with Special Education graduates found in inclusive schools. This study examines "Implementation of Inclusive Education Policies in the City of Kediri". The approach of this research is qualitative descriptive. The data in this study consisted of primary data obtained from interviews and secondary data obtained from documentation, archives, literature, and books relating to the focus of research. Data collection techniques used in the form of interviews, observation, and documentation. While the research instruments are the researchers themselves, and several supporting tools such as interview guides and other supporting tools. Data analysis techniques are carried out through the process of collecting data, presenting data, and drawing conclusions. This research was conducted to describe the implementation of inclusive education policies in Kota Kediri. The results of this study indicate that the Implementation of Inclusive Education Policies in the City of Kediri has not been implemented optimally because there are still many obstacles and obstacles, both for inclusive schools and the City of Kediri. Therefore, maximum effort is needed in carrying out inclusive education with good cooperation and coordination among various institutions and institutions implementing policies.
