Abstract
Pemerintah kota Blitar berupaya untuk meningkatkan kualitas pendidikan dengan tidak bergantung pada BOS dengan menerbitkan Peraturan Walikota Nomor 11 tahun 2011 tentang Program Rintisan Wajib Belajar 12 Tahun. Berdasarkan Perwali tersebut, pengelolaan Program Rintisan Wajib Belajar 12 Tahun menjadi taggung jawab dinas pendidikan Kota Blitar. Program tersebut diturunkan menjadi Program Sekolah Gratis yang memberikan banyak kemudahan bagi peserta didik. Tujuan penilitian ini adalah untuk mengevaluasi Program Sekolah Gratis dengan fokus evaluasi input, proses, output dan dampak. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan model analisis interaktif yang terdiri dari empat tahapan yaitu pengumpulan data, kondensasi data, penyajian data serta penarikan kesimpulan . Kesimpulan penelitian ini adalah dari segi input masih ada pembiayaan yang belum dipenuhi oleh Pemerintah Kota Blitar, menimbulkan potensi pungutan liar oleh sekolah. Dari segi proses belum adanya metode untuk memperoleh masukan langsung dari sasaran program. Pengawasan masyarakat terhadap program ini lebih teroganisir berkat Lembaga Swadaya Masyarakat (LSM). Buku tulis tidak semua digunakan oleh siswa. Kualitas tas dan sepatu rendah dan tidak bertahan lebih dari satu semester. Jadwal bus sekolah tidak mengakomodasi siswa yang pulang cepat. Segi dampak Program Sekolah Gratis adalah meningkatnya angka partisipasi sekolah (APS) di Kota Blitar.
English Abstract
Blitar city aim is to improve the quality of education by not relying on BOS by issuing Mayor Regulation (Perwali) No. 11 of 2011 Rintisan Wajib Belajar 12 Tahun (12 years education compulsory) . Based on the Perwali, the management of the 12-year Compulsory Education Program becomes the responsibility of the education office of Blitar City. The program is downgraded to a Free School Program that provides many facilities for students. The purpose of this research is to evaluate the Free School Program with a focus on the evaluation of inputs, processes, outputs and impacts. The research method used in this research is interactive analysis model consisting of four stages of data collection, data condensation, data presentation and conclusion. The conclusion of input evaluation is that there are still educational bill that has not been covered by Blitar City Government, causing potential illegal levies by schools. The conclusion of process evaluation is that there is no method for obtaining direct input from program objectives. Community supervision of this program is more organized with NGOs. Notebooks are all used by students. Bag and shoe quality are low and do not last more than one semester. School bus schedules do not accommodate fast-returning students. The evaluation of the impact of Free School Program is the impact on increasing enrollment rate in Blitar City.
