Abstract
Penelitian ini bertujuan untuk mendeskripsikan pengaruh kebijakan aksesibilitas terhadap tingkat partisipasi politik penyandang difabel di Kota Batu. Penelitian ini menggunakan metode kuantitatif dengan cara pengumpulan data survei. Jumlah responden sebanyak 58 responden yang merupakan penyandang difabel di Kota Batu terdaftar dalam Daftar Pemilih Tetap Pemilihan Walikota dan Wakil Walikota Batu Tahun 2017. Uji instrumen yang digunakan pada penelitian ini adalah uji validitas dan reliabilitas. Metode analisis data penelitian ini menggunakan metode analisis univariat dan analisis bivariat. Penelitian ini membahas penerapan kebijakan aksesibilitas yang mencakup aksesibilitas fisik, aksesibilitas non fisik, dan aksesibilitas informasi untuk mempengaruhi tingkat partisipasi politik penyandang difabel di dalam kegiatan pemilihan umum Walikota dan Wakil Walikota Batu Tahun 2017 dengan mengikuti kegiatan pemilihan umum dan menggunakan hak suaranya. Berdasarkan hasil analisis bivariat dengan menggunakan uji Chi-Square, penelitian ini menemukan tidak adanya pengaruh antara variabel kebijakan aksesibilitas fisik terhadap tingkat partisipasi politik penyandang difabel di Kota Batu, akan tetapi terdapat pengaruh antara variabel kebijakan aksesibilitas non fisik terhadap tingkat partisipasi politik penyandang difabel di Kota Batu, serta terdapat pengaruh antara variabel kebijakan aksesibilitas informasi terhadap tingkat partisipasi politik penyandang difabel di Kota Batu. Penelitian ini menyarankan Pemerintah Kota Batu beserta KPU Kota Batu dapat bermitra dengan berbagai komunitas difabel yang ada di Kota Batu untuk mewujudkan Kota Batu yang inklusif. Difabel juga harus dilibatkan dalam kegiatan pra pemilu seperti launching tahapan pemilu. Kemudian KPU Kota Batu diharapkan melakukan pendataan secara holistik terkait Daftar Pemilih Tetap penyandang difabel untuk kegiatan pemilihan umum berikutnya serta menfasilitasi sistem jemput bola pada penyandang difabel yang tidak mampu datang ke TPS.
English Abstract
This study aims to describe the influence of accessibility policy on the level of political participation of persons with disabilities in Batu City. This research uses quantitative method of collecting survey data. Number of respondents as many as 58 respondents who are disabled persons in Batu City are listed in the Permanent Voter List on Mayor Selection and Vice Mayor of Batu in 2017. The instrument test used in this research is the validity and reliability test. Methods of data analysis of this study using univariate analysis and bivariate analysis. This study discusses the application of accessibility policies that include physical accessibility, non-physical accessibility, and accessibility of information to influence the level of political participation of persons with disabilities in the electoral activities of Mayor and Vice Mayor of Batu in 2017 by following election activities and exercising their voting rights. Based on the results of bivariate analysis using Chi-Square test, this study found no influence between the variables of physical accessibility policy to the level of political participation of people with disabilities in Batu, but there is influence between the variables of non-physical accessibility policy to the level of political participation of persons with disabilities in Batu City, and there is influence between policy variable of accessibility of information to level of political participation of people with disabilities in Batu City. This research suggests Batu City Government and KPU Batu can be the partner with various difable communities in Batu City to realize an inclusive city. Difable should also be involved in pre-election activities such as election stage launching. Then the KPU is expected to conduct a holistic data collection related to the Permanent Voters List of persons with disabilities for the next general election and facilitate the system of picking up the ball on persons with disabilities who are unable to come to the TPS.
