Abstract

Persaingan bisnis yang semakin kompetitif merupakan tantangan bagi pengelola usaha untuk memenuhi harapan konsumen akan produk halal, aman dan bermutu. Indonesia merupakan negara dengan mayoritas penduduk muslim sebanyak 207.176.162 jiwa, (87,18%). Produk daging ayam paling banyak ditemui di Indonesia karena harganya terjangkau dan mudah didapat. UU no 33 tahun 2014 terkait sertifikasi halal menjadi salah satu kendala bagi para pengusaha yang belum memenuhi sertifikasi halal. Pengembangan strategi yang tepat untuk mengimplementasikan sistem jaminan halal (SJH) bagi produsen serta sesuai regulasi kehalalan Rumah Potong Ayam (RPA). Terbatasya jumlah RPA yang tersertifikasi halal menjadi kendala sehingga perlu pengembangan strategi percepatan implementasi SJH pada RPA yang tepat dan sesuai. Penelitian dilakukan bulan Oktober hingga selesai pada RPA yang ada di daerah Kabupaten Malang. Metode penelitian yang digunakan dalam menentukan strategi yang tepat untuk implementasi SJH adalah analisis Strength, Weakness, Opportunity, Threat (SWOT) dan Analytical Network Process (ANP). ANP menggabungkan umpan balik dan hubungan saling ketergantungan antar elemen keputusan dan alternatif. Hasil dari ANP akan menentukan keputusan dan menghasilkan alternatif solusi untuk diterapkan dalam percepatan implementasi SJH pada RPA. Hasil analisis SWOT menunjukkan total skor matriks Internal Factor Evaluation sebesar 3,030 dan total skor External Factor Evaluation sebesar 2,836. Matriks internal-eksternal menunjukkan posisi RPA dalam implementasi SJH pada sel IV memiliki matriks internal kuat dalam mengatasi kelemahan dan matriks eksternal menengah (growth and build). Hasil analisis viii ANP menunjukkan tingkat prioritas aktor yang berpengaruh dalam pengembangan strategi percepatan implementasi SJH di Kabupaten Malang adalah Dinas Pemerintahan, MUI, pemilik RPA, dan perguruan tinggi. Prioritas pertama altenatif strategi adalah pembenahan fasilitas RPA sesuai standar SJH, produksi ayam potong lokal bersertifikat halal, implementasi SJH di RPA, mengadakan pelatihan dan edukasi pada masyarakat dan RPA, menggiatkan aksi komunikasi tentang SJH dan informasi pangan halal, efisiensi biaya pengajuan sertifikasi, penerapan SJH dan pengawasan regulasi kehalalan pada RPA, penyediaan pasar halal RPA, serta mengadakan penelitian dan studi riset pada SJH. Alternatif strategi antar aktor memiliki keterkaitan dan kesinambungan yang menjadi pengembangan strategi percepatan implementasi SJH di RPA guna mewujudkan penerapan kewajiban UU no 33 tahun 2014 di tahun 2019. Hasil riset halal dari perguruan tinggi sangat mendukung dinas peternakan dan kesehatan untuk mengontrol implementasi SJH di RPA. Peran MUI dalam sosialisasi serta mengedukasi dan membantu memahami penerapan SJH di RPA sangat penting.

English Abstract

Competitive business competition is a challenge for business managers to meet consumer expectations of halal products, safe and quality. Indonesia is a country with a majority of Muslim population as much as 207.176.162 people, (87.18%). Chicken meat products are mostly found in Indonesia because the price is affordable and easy to obtain. Law no 33 of 2014 related to halal certification becomes one of the obstacles for entrepreneurs who have not met halal certification. The development of appropriate strategies to implement the halal assurance system (HAS) for producers as well as according to the regulation of halal chicken slaughterhouse (RPA). The limited number of halal-certified RPAs is a constraint, therefore it is necessary to develop a strategy for accelerating the implementation of HAS on appropriate and appropriate RPA. The study was conducted in October to finish on the existing RPA in the district of Malang. The research methods used in determining appropriate strategies for HAS implementation are Strength, Weakness, Opportunity, Threat (SWOT) and Analytical Network Process (ANP). ANP incorporate feedback and interdependence between the decision and the alternative elements. The results of the ANP will determine the decision and generate alternative solutions to be applied in the acceleration of HAS implementation on RPA. SWOT analysis result showed total score of Internal Factor Evaluation matrix of 3,030 and total score of External Factor Evaluation 2,836. The Internal-external matrix indicates the position of the RPA in the implementation of HAS on cell IV have strong internal matrix in overcoming weaknesses and external matrix medium (growth and build). ANP analysis results indicate the priority level of actors who influence in the x development of acceleration strategy of implementation of HAS in Malang Regency is the Government Service, MUI, RPA owners, and universities. The first priority of strategic strategy is the improvement of RPA facilities according to HAS standards, halal certified halal production, implementation of HAS in RPA, conducting training and education on the community and RPA, intensifying communication action on HAS and halal food information, cost efficiency of certification submission, and supervision of halal regulation on RPA, provision of halal market of RPA, and conducting research and research study on HAS. Alternative strategy among actors has relevance and continuity which become the development of acceleration strategy of HAS implementation in RPA in order to realize the implementation of obligation of Law No. 33 year 2014 in 2019. Halal research results of universities are very supportive services and health farms to control the implementation of HAS in the RPA. The role of MUI in socializing and educating and helping to understand the implementation of HAS in RPA is very important.
