Abstract
Penelitian ini dilakukan atas dasar pentingnya kantor yang memperhatikan aspek lingkungan, karena adanya gedung perkantoran merupakan salah satu alasan menurunnya kualitas lingkungan. Penurunan kualitas lingkungan telah melahirkan sebuah konsep Green Building dalam menerapkan sistem manajemen lingkungan yang diharapkan pertanggungjawaban atas pengelolaan bangunan dengan menerapkan prinsip lingkungan dan aspek penting penanganan dampak perubahan iklim. Untuk itu perlu adanya upaya mengetahui apakah konsep Green Building dari Kantor Pelayanan Perbendaharaan Negara Surabaya I membantu mengurangi masalah lingkungan sehingga konsep ini mampu untuk dijadikan contoh bagi perkantoran lainnya. Jenis penelitian yang digunakan adalah jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data primer dan data sekunder. Analisis data yang digunakan peneliti mengacu pada metode Miles Hubberman dan Saldana. Hasil penelitian menyatakan bahwa implementasi program 031 Go Green di KPPN Surabaya I berjalan dengan baik. Hal ini terbukti dengan tercapainya target kegiatan-kegiatan yang telah ditetapkan dan terpenuhinya beberapa aspek konsep ramah lingkungan seperti penghematan energi, penghematan air, penghijauan, penghematan kertas dan mengurangi sampah saat bekerja. Terjadi beberapa kendala dalam proses implementasi program 031 Go Green yaitu kurangnya komunikasi kepada masyarakat penerima layanan, belum adanya sumber daya anggaran khusus, belum ada tim khusus yang terstruktur, belum ada SOP khusus serta belum ada penghargaan ataupun sanksi terkait program ini. Selain itu ntuk mengimplementasikan sebuah program dibutuhkan usaha dari KPPN Surabaya I dalam meningkatkan program 031 Go Green, akan tetapi usaha untuk meningkatkan penghematan energi listrik dan air masih kurang, lalu belum terlaksananya kegiatan daur ulang sampah dan belum ada inovasi dalam pemanfaatan kertas bekas.
English Abstract
This research was conducted on the basis of the importance of offices that pay attention to environmental aspects because the existence of office buildings is one reason for the decline in environmental quality. The lacking in environmental quality has given rise to an Green Building concept in implementing an environmental management system that is expected to be responsible for building management by applying environmental principles and important aspects in handling the effects of climate change. For this reason, this situation need some efforts to be made, to found out whether the Green Building concept from the Treasury Service Office of Surabaya State I can helps reduce environmental problems, in order to this concept can be used as an example for other offices. The type of research that used in this research are descriptive research with a qualitative approach. The data sources that used in this reasearch are primary data and secondary data. Analysis of the data used by researchers refers to the method of Miles Hubberman and Saldana. The results of this research, stated that the implementation of the 031 Go Green program at KPPN Surabaya was successful. This is proven by the achievement of the targets of activities that have been determined and fulfilled several aspects of environmentally friendly concepts such as energy saving, water saving, greening, saving paper and reducing waste while working. But in the process, there were some obstacles in the process of implementing the Go1 031 program, namely the lack of communication to service recipient communities, the absence of special budget resources, no special structured team, no specific SOPs yet and no awards or sanctions related to this program. In addition, to implement a program, it takes effort from KPPN Surabaya I to improve the 031 Go Green program, but the efforts to increase the electricity and water energy savings are still lacking, also unfortunately the recycling activities have not been implemented well and there has been no innovation in the use of used paper.
