Abstract
Pendekatan perilaku memandang fenomena sosial dari sudut pandang perilaku individu-individu yang ada pada kelompok masyarakat. Pendekatan perilaku dalam Studi Administrasi Publik lebih memfokuskan kajian pada fenomena sosiologis dan psikologis daripada aturan ilmiah. Technology Acceptance Model (TAM) merupakan konsep yang digunakan untuk melihat adopsi individu atas teknologi baru dengan menggunakan kerangka perilaku. Electronic government adalah model interaksi baru antara pemerintah dengan masyarakat yang memanfaatkan penggunaan teknologi internet. Electronic government memiliki kendala pada proses masyarakat dalam mengadopsi teknologi yang ada. Tujuan dari penelitian ini adalah menggambarkan proses masyarakat dalam mengadopsi model layanan electronic government di Kota Surabaya dengan menjelaskan pengaruh motivasi intrinsik masyarakat terhadap penggunaan sebenarnya. Motivasi intrinsik masyarakat direpresentasikan oleh variabel Persepsi Kemudahan Penggunaan, Persepsi Kemanfaatan, Sikap Penggunaan dan Minat Perilaku Penggunaan. Sedangkan, Penggunaan Sebenarnya mereprsentasikan respon masyarakat. Peneliti menggunakan jenis penelitian eksplanatory dengan pendekatan kuantitatif. Metode analisa data yang digunakan adalah Structural Equation Modelling – Partial Least Square (PLS-SEM). Pengujian hipotesis dilakukan dengan menggunakan metode uji-t. Hasil penelitian menunjukkan bahwa model yang diajukan dalam penelitian kuat dan komprehensif untuk menjelaskan kesimpulan. Berdasarkan hasil pengujian hipotesa, 5 hipotesa diterima dan 1 hipotesa ditolak. Persepsi kemudahan penggunaan berpengaruh terhadap persepsi kemanfaatan. Persepsi kemudahan penggunaan dan persepsi kemanfaatan secara parsial berpengaruh terhadap sikap penggunaan. Persepsi kemanfaatan tidak berpengaruh terhadap minat perilaku penggunaan. Sikap penggunaan berpengaruh terhadap minat perilaku penggunaan. Minat perilaku penggunaan berpengaruh terhadap penggunaan sebenarnya. Oleh karena itu, dapat dikatakan bahwa masyarakat dalam mengadopsi website Pemerintah Kota Surabaya dipengaruhi oleh persepsi kemudahan penggunaan dan persepsi kemanfaatan yang dimediasi oleh sikap penggunaan. Implikasinya adalah, pemerintah dapat meningkatkan kemudahan penggunaan dan kemanfaatan website dengan membuat website resmi Pemerintah Kota Surabaya menjadi lebih interaktif.
English Abstract
Behavioral approach is looking the social phenomena from individuals behavior that exist in the community. Behavioral approach in the Public Administration realm is more focusing in the sociological and psychological phenomena rather than the regulation. Technology Acceptance Model is a concept that used to see the individual adoption of new technology with behavioral framework. Electronic government is a new interaction model between government and community using the internet technology. Electronic government has a problem in the community process in adopting the technology. The research purpose is to depciting the community in adoptiong electronic government service model by explaining the impact of intrinsic motivation toward actual use. Intrinsic motivation is representated by Perceived Ease of Use, Perceived of Usefulness, Attitude Toward Use, and Behavioral Intention to Use. Actual Use is representating the individual response. The researcher uses explanatory research method with quantitative approach. The analysis data method that used in this research is Structural Equation Modelling-Partial Least Square (SEM-PLS). The t-test is used to testing the hypothesis. Result of the research shows that the model used in this research is strong and comprehensif to explain the conclusion. Based on hypotesis testing, 5 hypothesis are accepted and 1 hypotesis is rejected. Perceived ease of use has significant impact to perceived of usefulness. Perceived ease of use and perceived of usefulness partialy have significant impact to attitude toward use. Perceived of usefulness doesn’t has impact to behavioral intention. Attitude toward use has significant impact to behavioral intention to use, and Behavioral intention to use has significant impact to actual use. From that result, can be stated that the community’s motivation in adopting the official website of Surabaya City Government as electronic government service model is affected by community’s perceived ease of use and perceived of usefulness. That motivation is mediated by community’s attitude toward use. The implication is Government of Surabaya city should increase the website’s ease of use and usefulness by make Surabaya City’s Government official website more interactive.
