Abstract
Penelitian ini didasari oleh panjangnya alur pendistribusian barang impor di Indonesia dan tingginya waktu Dwelling Time di pelabuhan Tanjung Priok. Maka pemerintah pada tanggal 10 Maret 2016 telah meresmikan Pusat Logistik Berikat (PLB) untuk mulai beroperasi di Indonesia. Pusat Logistik Berikat memberikan beberapa kemudahan dalam penimbunan barang seperti insentif fiskal dan kemudahan pelayanan kepabeanan dan cukai. Pemberian insentif tersebut diharapkan mampu menurunkan Dwellling Time di pelabuhan Tanjung Priok, sehingga proses ekspor dan impor menjadi lebih optimal. Penelitian ini bertujuan untuk menganalisis dampak dari insentif yang diberikan serta perbedaan proses Dwelling Time sebelum dan setelah Pusat Logistik Berikat beroperasi. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan deskriptif. Penelitian ini dilakukan di kantor Direktorat Jenderal Bea dan Cukai dan Perusahaan Pusat Logistik Berikat PT. Agility. Data diperoleh melalui wawancara, observasi, dan dokumentasi. Sumber dan jenis data yang digunakan yaitu data primer yang diperoleh melalui wawancara kepada Staf Direktorat Fasilitas Kepabeanan DJBC, PT. Agility International, serta pengusaha Pusat Logistik Berikat. Data sekunder diperoleh dari data-data yang dimiliki oleh Direktorat Jenderal Bea dan Cukai dan PT. Agility International. Metode analisis data yang digunakan berdasarkan Miles dan Huberman (1984). Pengujian keabsahan data yang digunakan yaitu triangulasi sumber dan triangulasi teknik. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan penerapan Pusat Logistik Berikat memiliki perkembangan yang cukup baik dengan semakin berkembangnya karakteristik gudang dalam Pusat Logistik Berikat. Insentif yang diberikan kepada pengusaha yang menimbun barangnya di Pusat Logistik Berikat memberikan dampak positif terhadap industri dalam negeri, dimana semakin mudahnya pelaku industri dalam negeri memperoleh bahan baku dan bahan penolong. Dwelling Time di pelabuhan Tanjung Priok mengalami penurunan yang disebabkan oleh pemindahan beberapa kegiatan pada tahap precustoms clearance dan customs clearance di pelabuhan ke Pusat Logistik Berikat.
English Abstract
This research is based on the length of the flow of distribution of imported goods in Indonesia and the high time of Dwelling Time at the port of Tanjung Priok. So the government on March 10, 2016 has inaugurated the Bonded Logistics Center (PLB) to begin operations in Indonesia. The Bonded Logistics Center provides several facilities in stockpiling such as fiscal incentives and ease of customs and excise services. The provision of incentives is expected to reduce Dwellling Time at Tanjung Priok port, so that the export and import process becomes more optimal. This study aims to analyze the impact of the incentives provided and differences in the Dwelling Time process before and after the Bonded Logistics Center operates. The type of research used is qualitative research using a descriptive approach. This research was conducted at the office of the Directorate General of Customs and Excise and the Bonded Logistics Center Company PT. Agility. The data was obtained through interviews, observation, and documentation. The source and type of data used are primary data that obtained through interviews with Staff of DJBC Customs Facilities Directorate, PT. Agility International, as well as entrepreneurs of the Bonded Logistics Center. Secondary data was obtained from Directorate General of Customs and Excise and PT. Agility International. Data analysis methods were based on Miles and Huberman (1984). Data validity test using the source triangulation and technical triangulation. The results of this study indicate that the implementation of the Bonded Logistics Center has a fairly good development with the growing characteristics of warehouses in the Bonded Logistics Center. Incentives given to entrepreneurs who stockpile their goods at the Bonded Logistics Center have a positive impact on the domestic industry, where the domestic industry players get raw materials and auxiliary materials easier. Dwelling Time at the port of Tanjung Priok has decreased due to the transfer of several activities in the pre-customs clearance and customs clearance stages at the port to the Bonded Logistics Center.
