Abstract

Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Republik Indonesia Nomor 11 Tahun 2015 tentang Road Map Reformasi Birokrasi 2015-2019 menjadi acuan Kantor Imigrasi Kelas I Malang unuk Reformasi Birokrasi. Pelaksanaan Reformasi Birokrasi tersebut perlu dilakukan analisis sehingga dapat diketahui strategi, pelaksanaan hingga faktor pendukung dan penghambat. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data yang digunakan yaitu analisis data model interaktif dari Miles dan Huberman. Berdasarkan observasi dan pengolahan data menunjukkan bahwa Strategi Reformasi Birokrasi di Kantor Imigrasi Kelas I Malang di dasarkan pada 8 area perubahan Reformasi Birokrasi Kementrian Hukum dan HAM yaitu sebagai berikut: 1)Bimbingan Rohani, Fasilitas Olahraga, dan Medical Check Up dalam rangka memperbaiki mental aparatur, 2)Aplikasi SIMPEG dan keterbukaan informasi pelaporan untuk mengawasi kinerja pegawai, 3)Program SIMPONI dan keterbukaan biaya pembuatan paspor dalam upaya meningkatkan akuntabilitas, 4)kejelasan tugas dan fungsi untuk meningkatkan fungsi kelembagaan, 5)Perubahan tata laksana dalam pengurusan paspor dengan memangkas birokrasi, 6)Diklat dan rapat internal untuk meningkatkan kualitas sumber daya manusia aparatur sipil negara, 7)Diskresi sebagai implementasi peraturan perundang-undangan, 8)Peningkatan kualitas pelayanan publik melalui penerapan pasport delivery, dan weekend pasport service. Pelaksanaan reformasi birokrasi ditinjau dari Sasaran Road Map Reformasi Birokrasi 2015-2019 dalam pelayanan publik yang dilakukan Kantor Imigrasi Kelas I Malang telah memenuhi aspek dari arah kebijakan sasaran reformasi birokrasi yaitu: birokrasi yang bersih dan akuntabel, birokrasi yang efektif dan efisien, dan birokrasi yang memiliki pelayanan publik berkualitas. Faktor pendukung program yaitu aparatur yang produktif, kebijakan yang representatif, dan peningkatan kapasitas pegawai. Faktor penghambat program yaitu minimnya sarana dan prasarana, sumber daya manusia yang tidak mengerti teknologi, dan perilaku buruk oknum pegawai. Saran dari penulis yaitu: 1)Memperbarui sarana dan prasarana, 2)Memberikan pelatihan yang menyeluruh bagi pegawai yang kurang menguasai teknologi, 3)Tindak tegas adanya oknum pegawai yang melakukan penyelewengan 4)Berikan penyuluhan kepada masyarakat mengenai kemudahan dalam proses permohonan paspor untuk mencegah praktik percaloan.

English Abstract

Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 11 of 2015 on Road Map of bureaucratic reform 2015-2019 became the reference of the First Class Immigration Office of Malang for Bureaucratic Reform. Implementation of Bureaucracy Reform needs to be analyzed so that it can be known strategy, implementation to supporting factors and obstacles. The research method used is descriptive research with qualitative approach. Techniques of collecting data through interviews, observation, and documentation. Data analysis used is interactive data model analysis from Miles and Huberman. Based on observation and data processing shows that Bureaucracy Reform Strategy at First Class Malang Immigration OFFICE is based on 8 areas of Bureaucracy Reform reform Ministry of Law and Human Rights are as follows: 1) Spiritual guidance, sports facilities, and medical check up in order to improve mentality of apparatus, 2) SIMPEG application and reporting information disclosure to monitor employee performance, 3) SIMPONI program and transparency of passport making cost in an effort to improve accountability; 4) clarity of duty and function to improve institutional function; 5) Change of management in passport management by cutting bureaucracy, 6) Internal training and meetings to improve the quality of human resources of civil state apparatus, 7) Discretion as the implementation of legislation, 8) Improving the quality of public services through the implementation of pasport delivery, and weekend pasport service. The implementation of bureaucratic reform in terms of the Bureaucracy Reform Road Map from 2015-2019 Reform Bureaucracy in public service conducted by the Office of Class I Immigration Malang has fulfilled aspects of the policy direction of bureaucratic reform targets are: clean and accountable bureaucracy, effective and efficient bureaucracy, and bureaucracy that has quality public services. Factors supporting the program are productive apparatus, representative policy, and capacity building of employees. Inhibiting factors of the program is the lack of facilities and infrastructure, human resources who do not understand technology, and bad behavior unscrupulous employees. Suggestions from the authors are: 1) Updating facilities and infrastructure, 2) Providing comprehensive training for employees who lack the technology, 3) Criminal action of employees who do misconduct 4) Give counseling to the public about how easy the process of passport application to prevent the practice brokering.
