The mining industry is one form of economic development which contribute significantly to increase the prosperity and welfare of the people of Indonesia. BAPPEDA data showed that during the period 2004-2012 the production of coal-mining sector experienced increased. This makes the mining industry. Kaltim Prima Coal (KPC) located in East Kutai district that has contributed to increase the production of coal and attract enthusiastic investors, both domestic and abroad to invest. Some of the mining site of PT. KPC is very close to the residential area in Bengalon and certainly has affect to the economic conditions of the society in Bengalon. The economic conditions of the community includes the society income, the availability of job vacancy, and society empowerment through CSR. In the framework of Good Corporate Governance East Kutai regional government supports the existence of the mining industry by issuing regulations related to mining activities, one of which is PT. KPC. The purpose of this study is to identify and explain the economic conditions and the factors of real support from the local government to the existence of the coal mining industry by PT. KPC in Bengalon, East Kutai Regency. This research is qualitative descriptive. The research instrument for data collection in this study include field notes, interview guide, and documentation. Collecting data in this study is the observation and interviews, either directly or indirectly to the parties to provide information regarding the purpose of research. Sources of data in this study include the Head of the Government Office in Bengalon as districts, The Department of Mines and Energy East Kutai Regency, Communities in Bengalon, PT. KPC, as well as documents obtained from the District Office of Bengalon District, PT. KPC, Local Governement and the society of Bengalon District. This research used interactive data analysis from Miles, Huberman and Saldana (2014). The results showed that the economic conditions of the society in Bengalon to the existence of the coal mining industry by PT. KPC has increased very well. This is indicated by (i) the income of the people in Bengalon has risen before PT. KPC operates the highest of the society income as much as 20% range in the Rp. 2.500.000,- until RP. 3.000.000,-, whereas after PT. KPC operates, the highest of the society income as much as 30% range in the Rp. 4.000.000,- until Rp. 4.500.000,-, (ii) the availability of job vacancy has increased significantly where business opportunities were greatest is rented house business, and (iii) the realization of the five society empowerment through CSR by PT. KPC in improving economic conditions in the five programs, namely, capacity building of village governance and community, health, education and training, infrastructure, and agribusiness and husbandry. The real supporting factors from the Local Gove- vii rnment of East Kutai Regency is (i) the manufacture and application of regulations and policies to control and supervise the activities of the mining industry and (ii) Political will by issuing Decree No. 59 / 02.188.45 / HK / III / 2006 and implement training Emotional Spiritual Quentient (ESQ) for preventing and combating corruption, collusion and nepotism within the government, and it is not applied only in government environment but in the coal mining industry. Based on the research findings, this study advice to the government and PT. KPC is to pay attention to how social conditions and environmental conditions due to the PT. KPC, conduct ongoing monitoring to monitor mining activities that do not harm the society, local society are expected to have a larger percentage in the recruitment of workers, and if local society have a low skill expected that the provision of scholarships to the agreement to return to serve in the East Kutai Regency. For further research are interested in the same topic with this study, researchers suggest using the opinion of other experts to explain the economic conditions of society, researching more about the economic conditions of society other areas directly related to the mining industry, as well as researching more on the social and environmental condition of society to where the mining industry based on suistainable development..
