Abstract
Dalam pengelolaan potensi suatu desa dalam bidang usaha diperlukan sebuah lembaga khusus. Lembaga tersebut dalam bentuk Badan Usaha Milik Desa. Badan Usaha Milik Desa harus memiliki payung hukum yang kuat sebagai dasar pelaksanaannya. Badan Usaha Milik Desa Sumber Sejahtera Desa Pujon Kidul Didirikan dengan dasar hukum yaitu Peraturan Desa Nomor 6 Tahun 2015 tentang Pembentukan dan Pengelolaan Badan Usaha Milik Desa. Dalam implementasi Peraturan Desa Nomor 6 Tahun 2015 tentang Pembentukan dan Pengelolaan Badan Usaha Milik Desa tersebut memiliki dinamika tersendiri yang membuatnya memiliki suatu nilai – nilai yang unik. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Tujuan dari penelitian ini adalah untuk mengetahui dinamika dalam proses implementasi Peraturan Desa Nomor 6 Tahun 2015 tentang Pembentukan dan Pengelolaan Badan Usaha Milik Desa di Desa Pujon Kidul, Kecamatan Pujon Kabupaten Malang. Selain itu juga untuk mengetahui faktor – faktor pendukung dan penghambat dalam proses implementasi Peraturan Desa tersebut. Hasil dari penelitian ini adalah bahwa proses implementasi dari Peraturan Desa Nomor 6 Tahun 2015 tentang Pembentukan dan Pengelolaan Badan Usaha Milik Desa di Desa Pujon Kidul tersebut berjalan dengan cukup baik. Dalam proses implementasinya membutuhkan proses pemahaman yang cukup kompleks terhadap para implementor di dalam BUMDesa Sumber Sejahtera, pengelolaan sumber daya staf, informasi, wewenang, dan fasilitas yang cukup unik karena melalui pertimbangan – pertimbangan tertentu. Selain itu kecenderungan/sikap para pelaksana terhadap Peraturan Desa tersebut juga secara umum mendukung. Struktur birokrasi dengan pola hubungan dan budaya organisasi khas yang berkembang juga berpengaruh terhadap proses implementasi Peraturan Desa tersebut.Selain itu juga terdapat beberapa faktor pendukung baik secara internal maupun eksternal. Secara internal proses implementasi didukung dengan adanya komitmen yang cuku kuat serta budaya organisasi kekeluargaan dalam BUMdesa Sumber Sejahtera sebagai lembaga Implementor, secara eksternal juga terdapat dukungan secara langsung maupun tidak langsung dari masyarakat Desa Pujon Kidul. Hambatan yang ditemui dalam proses implementasi adalah berupa kurang totalitasnya beberapa bagian dari kepengurusan BUMDesa Sumber Sejahtera. Selain itu masih ada beberapa warga masyarakat yang memiliki kesadaran yang rendah dalam mendukung proses implementasi Peraturan Desa tersebut.
English Abstract
In the management of the potential of a village in the field of business required a special institution. The institution is in the form of a Village Owned Enterprise. A Village Owned Enterprise should have a strong legal umbrella as the basis for its implementation. Village Owned Enterprise Sources of Prosperous Village Pujon Kidul Established with the legal basis that is Village Regulation Number 6 of 2015 on the Establishment and Management of Village Owned Enterprises. In the implementation of Village Regulation Number 6 of 2015 on the Establishment and Management of Village Owned Enterprise has its own dynamics that make it has a unique values. This research uses qualitative approach with descriptive research type. The purpose of this research is to know the dynamics in the process of implementing Village Regulation Number 6 of 2015 on the Establishment and Management of Village Owned Enterprises in Pujon Kidul Village, Pujon Sub-district, Malang Regency. In addition, to know the factors - supporting and inhibiting factors in the implementation process of the Village Rules. The result of this research is that the implementation process of Village Regulation Number 6 Year 2015 on the Establishment and Management of Village Owned Enterprises in Pujon Kidul Village runs quite well. In the implementation process requires a fairly complex process of understanding of the implementors in BUMDesa Sumber Sejahtera, the management of staff resources, information, authority, and facilities are quite unique because through certain considerations. In addition, the tendency / attitude of the implementers of the Village Regulation is also generally supportive. Bureaucratic structure with the pattern of relationships and organizational culture that develops also affect the process of implementation of the Village Regulation. There are also several supporting factors both internally and externally. Internally, the implementation process is supported by strong commitment and family organization culture in BUMdesa Sumber Sejahtera as Implementor institution, externally there is also support directly or indirectly from Pujon Kidul Village community. Obstacles encountered in the implementation process is a lack of totality of some parts of the management BUMDesa Sumber Sejahtera. In addition there are still some people who have low awareness in supporting the implementation process of the Village Regulation.
