Abstract
Penelitian ini bertujuan untuk mengetahui faktor penyebab terjadinya konflik sosial, mengapa dan bagaimana resolusi dari konflik yang terjadi antara Marga Kiwak, Komangal dengan Marga Ongomang, Murib, Kula di Distrik Kwamki Narama, Timika, Papua. Penelitian ini penelitian kualitatif dengan pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data melalui pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Menggunakan teori identitas yang berasumsi bahwa konflik disebabkan oleh karena identitas yang terancam yang sering berakar pada hilangnya sesuatu atau penderitaan dimasa lalu yang tidak terselesaikan. Hasil penelitian ini menunjukkan bahwa faktor penyebab konflik sosial di Distrik Kwamki Narama disebabkan karena salah satu korban konflik 2012, meninggal pada 2016 akibat luka-luka yang diderita korban. Hal ini menjadi pemicu muncul konflik antar suku damal di Distrik Kwamki Narama. Konflik ini terjadi antara empat desa yaitu desa Amole, desa Mekurima dengan desa Kelaroa, desa Mekurima dan lima marga yaitu Marga Kiwak, Komangal dengan Onggomang, Murib, Kula. Konflik sosial yang terjadi 2012 tidak terselesaikan hingga tuntas. Hal ini menjadi penyebab utama munculnya konflik pada 2016. Resolusi dari konflik sosial untuk mengatasi konflik sebagai berikut : Melalui Undang-undang No 7 tahun 2012 tentang penanganan konflik sosial yang diharapakan dapat meminimalisir terjadinya konflik sosial. Peran pemerintah daerah sangat penting, pemerintah harus ada digaris depan untuk mengatasi konflik yang terjadi di daerah bersama-sama dengan aparat keamanan. Serta dibantu oleh pranata Adat dan Pranata sosial. Semua pihak harus ikut terlibat dalam mengatasi konflik sosial di Distrik Kwamki Narama.
English Abstract
This research aims to know the cause of the occurrence of social conflict, why and how the resolution of the conflict that took place between the clan Kiwak, Komangal with the Ongomang clan, Murib, Kula in Kwamki Narama District, Timika, Papua. This qualitative research study with data collection through interviews, observation and documentation. Technique of data analysis through data collection, data reduction, the presentation of data, and the withdrawal of the conclusion. Using the identity theory assume that the conflict caused by the often-threatened identity rooted in loss of something or suffering in the past that are not resolved. The results of this study indicate that the cause of social conflict in the District of Kwamki Narama caused because one of the victims of the conflict, died on 2012 2016 due to the wounds inflicted on the victim. This triggers a conflict arises between a tribal district in the Kwamki damal Narama. This conflict occurs between the four villages namely Mekurima, the village of Amole village with the village of Kelaroa, village of Mekurima and the five clan clan namely Kiwak, Komangal with Onggomang, Murib, Kula. Social conflict happens 2012 unresolved until finished. This has been the main cause of the rise of conflicts in 2016. The resolution of social conflicts to resolve conflicts as follows: Through Law No. 7 of the year 2012 about the handling of social conflict which may be expected to minimize the occurrence of social conflict. The role of local authorities is very important, the Government must have the front to overcome the conflicts are happening in the area together with the security apparatus. And assisted by the institution the Customs and Social Institution. All parties should get involved in addressing social conflict in Kwamki Narama District.
