Abstract
Penulisan karya tulis ini bertujuan untuk melihat bagaimana peran International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) dalam legalisasi same-sex marriage di Brazil pada tahun 2013. Brazil dikenal sebagai negara yang anti terhadap orang LGBT, sehingga banyak tindak diskriminasi terhadap orang LGBT di Brazil. Adanya tindakan diskriminasi tersebut mendorong komunitas LGBT untuk berjuang memperoleh hak kesetaraan mereka seperti masyarakat sipil lainnya. Seperti halnya hak untuk menikah dan memperoleh kebebasan. Dalam mencapai hak tersebut terdapat NGO yang dikenal dengan ILGA. NGO ini berdiri untuk memperjuangkan para hak kaum LGBT. Dalam penelitian ini penulis akan membahas peran ILGA dalam legalisasi same-sex marriage di Brazil. Konsep yang digunakan penulis adalah peran NGO yang terdiri dari tiga variable yaitu implementer, catalyst, dan partner. Penulis lebih fokus pada variabel catalyst. Melalui varibel tersebut maka nantinya dapat dilihat kegiatan apa saja yang dilakukan oleh ILGA untuk memperoleh dukungan dan mempengaruhi aktor lain dalam legalisasi pernikahan sesama jenis.
English Abstract
This paper aims to see how the role of ILGA in the legalizatio of same-sex marriage in Brazil in 2013. Brazil is known as the country that anti against LGBT people, so thatt the large number acts of discimination against LGBT people in Brazil. The existence of such discrimination actions encourage the LGBT community to fight for their equality rights to marry and gain freedom. In obtaining those rights, there are NGOs, known as ILGA. This NGOs stands for LGBT rights. On this research I will discuss about the role of ILGA in the legalization of same-sex marriage in Brazil. The concept used is the role of NGOs comprising of three variables: implementer, catalys, and partner. The author focus on variable of catalyst. Through the variable then later can be seen any activity done by ILGA to received the support and influence of other actors in the legalization of same-sex marriage.
