Abstract
Penerapan strategi kebijakan pemberdayaan PSK eks Kalijodo, sebagai upaya untuk mewujudkan kesejahteraan sosial masyarakat, dimana penyelenggaranya adalah Pemprov DKI Jakarta. Fokus tersebut berdasarkan teori yang digunakan adalah model implementasi kebijakan van Meter dan van Horn. Tujuan penelitian ini untuk mengetahui keberhasilan implementasi kebijakan Pemprov DKI Jakarta dalam pemberdayaan PSK Kalijodo. Dalam Penelitian ini menggunakan metode penelitian deskripsif dengan pendekatan kualitatif, dengan metode pengumpulan data yaitu wawancara, studi kepustakaan, dan studi dokumentasi. Metode pemilihan informan yang digunakan dalam penelitian ini adalah purposive, sedangkan metode analisis data yang digunakan adalah mereduksi data yang didapat, menyajikan data dengan uraian dan table, serta penarikan kesimpulan. Penelitian ini dilatar belakangi oleh adanya kebijakan Pemerintah Provinsi (Pemprov) DKI Jakarta untuk melakukan kegiatan relokasi di Kalijodo menjadi RTH (Ruang Terbuka Hijau), dan RPTRA (Ruang Publik Terpadu Ramah Anak) untuk kepenting masyarakat umum, kawasan tersebut terdapatnya aktifitas masyarakat yang secara ilegal membangun tempat tinggal di pinggir sungai, dan terdapatnya kegiatan negatif yaitu bisnis prostitusi (PSK), sehingga mengharuskan Pemprov DKI Jakarta membentuk kebijakan pemberdayaan masyarakat terhadap PSK eks Kalijodo untuk mewujudkan kesejahteraan sosial. Berdasarkan hasil penelitian pelaksanaan kebijakan pemberdayaan PSK eks Kalijodo oleh Pemprov DKI Jakarta melalui program usaha ekonomi produktif (UEP) dengan pemberian uang usaha sebesar Rp. 5.000.000, melalui strategi yang dilakukan yaitu perumusan kebijakan tersebut berdasarakan Perda No. 4 Tahun 2013 tentang kesejahteraan sosial, pembiayaan melalui APBD dan APBN, dan melakukan kerjasama dengan LKS (Lembaga Kesejahteraan Sosial), sehingga PSK Kalijodo dapat beralih profesi dan memenuhi kebutuhan hidupnya.
English Abstract
Implementation of the ex-Kalijodo Commercial Sex Worker Empowerment policy strategy, as an effort to realize social welfare of the community, where the organizers are DKI Jakarta Provincial Government. The focus is based on van Meter and van Horn's policy implementation model theory. The purpose of this study was to determine the success of the DKI Jakarta Provincial Government's policy implementation in the Kalijodo Commercial Sex Worker empowerment. This study uses descriptive research method with a qualitative approach, with data collection methods namely interviews, literature studies, and documentation studies. The method of selecting informants used in this study was purposive, while the data analysis method used was reducing the data obtained, presenting data with descriptions and tables, and drawing conclusions. This research is based on the background of the DKI Jakarta Provincial Government's policy to conduct relocation activities in Kalijodo to become Green Open Space (GOS), and ICFPS (Integrated Child Friendly Public Space) for the benefit of the general public, in the area there are activity like illegally build shelter by the river, and there are negative activities namely the prostitution business, thus requiring the DKI Jakarta Provincial Government to form a community empowerment policy for ex-Kalijodo commercial sex workers to realize the social welfare. Based on the results of the research on the implementation of the ex-Kalijodo commercial sex worker empowerment policy by DKI Jakarta Provincial Government through a productive economic business program (PEBP) with the provision of business funds amounting to Rp. 5,000,000, through the strategy carried out namely the formulation of the policy based on Regional Regulation No. 4 of 2013 concerning social welfare, financing through APBD and APBN, and cooperating with SWI (Social Welfare Institutions), so Commercial sex worker on Kalijodo can switch professions and fulfill their needs.
