Abstract

Sejalan dengan diterapkannya sistem desentralisasi, dimana pemerintah memberikan kewenangan yang besar kepada daerah untuk menyelenggarakan berbagai urusan pemerintahan, dilakukan berbagai upaya untuk mengembangkan kapasitas pemerintah daerah dalam penyelenggaraan urusan pemerintahan melalui pengembangan kapasitas sumber daya manusia aparatur. Kabupaten Jember yang memiliki memiliki 31 kecamatan dan 226 desa. Desa Sukorambi Kecamatan Sukorambi Kabupaten Jember tercatat sebagai salah satu desa yang menjalani pengembangan kapasitas. Penelitian ini mengangkat tentang pengembangan pemerintahan Desa Sukorambi Kecamtan Sukorambi Kabupaten Jember.Kajian ini dianalisis mengunakan teori pengembangan kapasitas menurut UNDP dengan indikatornya yaitu: pelatihan, sistem gaji, rekrutmen,kondisi kerja, kepemimpinan,undang-undang.Hal tersebut bertujuan untuk mengetahui pengembangan kapasitas pemerintahan Desa Sukorambi Kecamtan Sukorambi Kabupaten Jember. Adapun jenis penelitian ini yaitu penelitian kualitatif yang diulas secara deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi.Hasil penelitian menujukkan bahwa Pertama, melalui pelatihan, pelatihan yang diperoleh pemerintah Desa Sukorambi seperti pelatihan tentang aplikasi teknologi informasi pemerintah desa, pelatihan tata pelaksanaan Anggaran Dana Desa (ADD), pelatihan penyusunan rencana pembangunan menengah desa, dan pelatihan pelayanan admistrasi desa. pelatihan-pelatihan tersebut memberikan dampak lebih berkembanganya kualitas kerja pemerintah Desa Sukorambi. Kedua, melalui sistem gaji, sistem gaji pada pemerintah Desa Sukorambi telah sesuai yang diatur dalam undang-undang dan telah sesuai dengan tugas kewajiban perangkat desa. Ketiga, melalui rekrutmen dalam proses ini pemerintah Desa Sukorambi berkerjasama dengan pemerintah Kecamatan untuk melakukan selesi perangkat desa yang akan menempati posisi di Desa Sukorambi. proses rekrutmen di Desa Sukorambi masih menerapkan sistem rekrutmen staf lama atau mengeutamakan pengelaman kerja di Desa Sukorambi. , Keempat, mellaui kondisi kerja, kondisi kerja di Desa Sukorambi dari segi fasilitas dan sarana prasaranan sudah mendukung kerja perangkat desa naun, fasilitas dan sarana prasaranan yang ada perlu adanya embaruan untuk lebih menunjang kinerja perangkat desa yang lebih baik. Kelima, melaui kepemimpinan, Kepala desa Sukorambi mengambarkan kepemimpinan dengan bersikap ttegas , bertanggung jawab, dan tidak hanya memerintah saja melainkan juga ikut mengerjakan apa tugas yang sedang dikerjakan oleh staf desa.Keenam, melalui perundangundangan:, peraturan yang digunakan sebagai dsar hukum Desa Sukorambi membantu pemerintah Desa Sukorambi dalam menjalankan good govermence.peraturan tersebut juga membatu pemerintah desa untuk mengembangan potensi desa aset dan pengembangan kapasitas perangkat desa..

English Abstract

In line with the implementation of a decentralized system, where the government gives great authority to the regions to carry out various government affairs, various efforts are made to develop the capacity of local governments in the implementation of government affairs through the development of the human resource capacity of the apparatus. Jember Regency has 31 sub-districts and 226 villages. Sukorambi Village, Sukorambi District, Jember Regency was recorded as one of the villages that underwent capacity building. This study raised the development of the government of Sukorambi Kecamtan Sukorambi Village, Jember Regency. This study was analyzed using the theory of capacity development according to UNDP with its indicators, namely: training, salary systems, recruitment, working conditions, leadership, legislation. Sukorambi Village, Sukorambi Subdistrict, Jember Regency. The type of this research is qualitative research which is described descriptively. Data collection techniques were carried out through interviews, observation, and documentation. The results showed that First, through training, training was obtained by the Sukorambi Village government such as training on village government information technology applications, Village Fund Budgeting (ADD) training, development plan development training secondary village, and village administrative service training. the training had a greater impact on the quality of government work in Sukorambi Village. Second, through the salary system, the salary system in the Sukorambi Village government is in accordance with the law and is in accordance with the duty of the village apparatus. Third, through recruitment in this process, the Sukorambi village government cooperates with the District government to conduct a series of village officials who will occupy positions in Sukorambi Village. the recruitment process in Sukorambi Village still applies the old staff recruitment system or prioritizes work experience in Sukorambi Village. , Fourth, through working conditions, working conditions in Sukorambi Village in terms of infrastructure facilities and facilities have supported the work of village officials, existing infrastructure facilities and facilities need to be updated to better support the performance of village officials. Fifth, through leadership, the village head of Sukorambi described leadership by being assertive, responsible, and not only governing but also working on what tasks were being carried out by the village staff. Ameen, through legislation: regulations used as village law Sukorambi helped the Sukorambi village government in implementing good govermence. The regulation also helped the village government to develop the village's potential assets and develop the capacity of the village apparatus.
